The Department of Justice and Community Safety is seeking a Manager, Facility Operations to provide a critical role within Post Sentence Branch. About the Business Unit Corrections Victoria operates Victoria's adult corrections system managing 11 public prisons, one transition centre, and overseeing three privately operated prisons. It ensures prisoners are safely and securely contained and aims to rehabilitate offenders by addressing the underlying causes of offending behaviour. The Offender Services Division of Corrections Victoria is responsible for providing best practice interventions which aim to reduce the risk of reoffending including quality assurance systems for risk assessment and case management, offending behaviour programs, and transition and reintegration supports. The Offender Services Division has responsibility for the post-sentence supervision scheme and is also responsible for post sentence facilities. The Post Sentence Branch, within the Offender Services Division of Corrections Victoria, provides central oversight and governance of the post sentence scheme and offenders subject to post sentence orders. The Serious Offenders Act (SOA) 2018 sets out a civil, non-punitive scheme that provides for the ongoing supervision or detention of serious sex and/or serious violent offenders who have completed their sentence and pose an unacceptable risk of committing further relevant offences. Corrections Victoria's end-to-end management and delivery of services to serious offenders on post-sentence orders occurs through a multi-faceted governance and operating model. About the Role The Manager, Facility Operations will manage the Facility Operations team and is responsible for overseeing the day to day management and monitoring of offenders subject to post sentence detention and supervision orders, and the development of operational policies, frameworks and procedures to support the effective management of offenders. Some of your duties will include: Lead the Facility Operations in ensuring the day to day management of post sentence offenders is consistent with the legislative requirements of the SOA 2018 and Departmental policies and guidelines. Provide operational oversight of the management of all offenders subject to post-sentence detention and supervision orders, particularly those residing at a residential facility or a residential treatment facility, including attending court and giving evidence on behalf of the Secretary. Provide guidance and advice to Community Correctional Services to ensure consistency in the management of post sentence offenders and implement strategies to ensure that such offenders are managed within a case management and risk management framework including coordinating case conferences as required. Lead complex and sensitive negotiations with service providers in relation to the delivery of specialist and generalist services to high-risk sexual and/or violent offenders subject to an order under the scheme. Lead the ongoing monitoring, review and quality assurance of processes required to ensure compliance with all conditions of individual supervision and detention orders is managed in a timely way and properly documented. About you To be successful in this role, you will have: Demonstrated experience in providing leadership within a highly complex service delivery area, preferably in relation to clients with multiple and complex needs and/or within a legislative framework. Demonstrated capacity to understand and apply legislation, procedures, guidelines and policies to decision making. Proven ability in building and sustaining operational capability within challenging operating environment. Experience in the management of sexual and/or violent offenders and/or a correctional environment will be considered favourably.
