Overview Learning & Organisational Development Business Partner at City of Parramatta. The role provides strategic guidance and advice on learning and organisational development (L&OD) across Council and leads people, culture, learning and organisational effectiveness projects. The City is undergoing significant change and transformation to position Parramatta as a Global City. About The Role This position provides employee-centred end-to-end business partnering including scoping, research, analysis, design, delivery, facilitation and evaluation of Councils L&OD programs. You will partner with the People and Culture team and stakeholders to design and deliver solutions in talent, performance, engagement, capability and development, ensuring programs drive quality organisational outcomes. Lead the design and implementation of a broad range of L&OD initiatives across leadership development, talent management, succession planning, performance management, capability implementation, culture change and employee engagement. Shape and evolve City of Parramatta’s learning and organisational development frameworks, strategies, and programs to align with the organisation’s strategic priorities. Research and apply contemporary L&OD best practices to build future-ready capabilities and foster a high-performance culture. Partner with leaders and stakeholders to diagnose learning & development needs and deliver targeted solutions at individual, team and organisational levels. Leverage workforce analytics and industry trends to forecast critical skill needs and develop capability uplift strategies for the future workforce. Act as a strategic advisor to People & Culture colleagues on organisational capability, performance and culture. Build, implement and maintain a comprehensive library of L&OD tools to support managers and staff in achieving strategic goals. Manage, review and report on outcomes and impact of L&OD programs. Incorporate performance metrics and risk indicators to enable early mitigation approaches. About You To thrive in this role, you’ll bring over 5 years of experience in Learning & Organisational Development, ideally within a diverse organisation. You should be skilled in designing and delivering programs that support all levels—from frontline staff to senior executives. You have strong knowledge and demonstrated use of adult learning principles in design and facilitation of programs. You have experience creating and implementing Capability Frameworks, Talent Management Frameworks, Engagement & Culture Initiatives, and Performance Management. You are confident in implementing and/or managing a Learning Management System and have a problem-solving mindset. You are self-driven, organised, and able to deliver projects on time and within budget. You are an excellent communicator and facilitator, able to work in a team to agreed outcomes and handle diverse situations. Qualifications Degree qualification in Adult Education or related field (Organisational Development, Human Resources, etc.). OR 10 years of relevant experience delivering L&OD outcomes in a medium-sized business. What’s On Offer Remuneration from $129,776.59 to $142,860.50 plus 12% superannuation.
