Pipeline, Capability and Estate is seeking a suitably qualified applicant for the role of Branch Head, Strategic Asset Management and Infrastructure Planning. The Project Initiation, Planning and Development Branch supports iCBR in the delivery of sustainably designed and constructed infrastructure that maximises effective and efficient delivery through early collaboration. The branch also promotes prioritisation and transparency for industry, and sound asset management on behalf of the Territory. The Branch remit also includes, project and business case development, including benefits realisation, planning and strategic asset management. The successful candidate will require strategic leadership capabilities, a proven record of achievement within a customer focused environment, sound judgement, exceptional interpersonal, communication and representation capabilities, with the capacity to work calmly in a complex and dynamic environment being essential. What You Will Do: The Branch Head, Strategic Asset Management and Infrastructure Planning will report directly to the Executive Group Manager, Pipeline, Capability and Estate. The role is responsible for leading the delivery of a range of iCBR and Whole of Government functions. These functions include: Lead and manage the Project Initiation and Planning Branch, fostering a collaborative and high-performance culture. Ensure Branch activities align with iCBR’s strategic objectives and priorities. Act as portfolio custodian of iCBR assets, providing strategic oversight and applying best practice strategic asset management. Drive early engagement with Partner Directorates to support quality, timely, and cost-effective infrastructure delivery across the Territory. Develop and manage the ‘project front door’ function, onboarding all iCBR-led and supported initiatives. Coordinate and support the development of robust business cases for iCBR-led projects. Collaborate with Partner Directorates to scope projects at Stages 0–2. Provide benefits realisation support and reporting for iCBR-led infrastructure projects. Lead the development and ongoing refinement of the Infrastructure Plan and Prioritisation Framework for Territory-wide infrastructure investment. Design and oversee strategic asset management programs, including reporting and managing a program budget exceeding $20 million. Manage processes for asset divestments and acquisitions within the iCBR portfolio. Lead sustainability planning and provide strategic sustainability advice and future planning for iCBR-owned assets. Represent iCBR in cross-government, industry, and stakeholder engagements related to infrastructure planning, insourcing, and strategic asset management. Eligibility/Other requirements: Compliance Requirements / Qualifications Mandatory: Engineering – a four-year degree or higher qualification accredited by Engineers Australia or Professionals Australia for recognition as a Professional Engineer (including recognition of equivalent overseas Engineering qualifications) and a minimum of ten years relevant experience in Engineering; or Architecture – a three-year degree or higher qualification accredited by an Australian State or Territory architecture authority for recognition as a Professional Architect (including recognition of equivalent overseas qualifications) and a minimum of ten years relevant experience in Architecture; or Project Management – either: a diploma in Project Management accredited by an Australian State or Territory tertiary education institution or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia and a minimum of ten years relevant experience in project management; or certification by a professional body, such as the Australian Institute of Project Management (AIPM), to the level of Certified Practicing Project Director (CPPD) or Certified Practicing Portfolio Executive (CPPE), in addition to a relevant degree or higher qualification issued by an Australian State or Territory tertiary education institution or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia and a minimum of ten years relevant experience in project management; or have at least 10 years’ relevant experience in project management, as described in the work levels. Desirable: Knowledge of the ACT Government or other Federal or State Government Cabinet, budget, planning and delivery processes would be highly regarded.
