About the opportunity This is an exciting position that covers the formulation, development and maintenance of policies, safety regulations and associated guidance material in relation to all operational aspects of Flight Crew Licensing and Training, including Flight Simulators. The open position could be attained at either the FO 1 Standards Officer or FO 2 Senior Standards Officer level depending on the qualifications and level of experience held by the successful candidate. While both FO 1 & FO 2 need a deep technical knowledge of Flight Crew Licensing and training, including Flight Simulation a candidate oping to commence the role in the FO 2 capacity must already have a significant amount of regulatory experience. The Standards Officer (SO) (Flight Crew Licensing) is a professional role and operates under direct guidance from more experienced colleagues and a Section Manager and National Manager. Key duties of the role include, but are not limited to: Conducting detailed research, undertaking risk assessments, collecting and analysing safety data, and developing safety policies and guidelines that supports the preparation of policy proposals. Developing policy proposals relating to flight operations standards and regulatory change matters. Developing consultation advisory documents and post-consultation decision documents that include analysis of consultation responses. Developing guidance documents with the support of the CASA Legal Division that support stakeholders to interpret the intent of legal instruments. Providing technical interpretation, advice and guidance on Australian and international aviation rules and policy within their areas of responsibility. Conducting assessments of regulated entity applications specific to the requirements of Part 60, Part 61 and Part 141. Conducting routine operational standards tasks relating to recurrent qualification and surveillance of flight simulation training devices under Part 60. Assisting in identifying opportunities for continuous improvement, including developing pathways for assessing new technologies in training and flight simulation. Establish and maintain professional and effective relationships with other aviation stakeholders, as pertinent to the technical safety standards relating to Flight Crew Licensing and Training, including Flight Simulators. The Senior Standards Officer (SSO) (Flight Crew Licensing) is a professional and senior role and operates under general direction and guidance and whose key duties include, but are not limited to: Conducting detailed research, undertaking risk assessments, collecting and analysing safety data, and developing safety policies and guidelines that supports the preparation of policy proposals. Developing policy proposals relating to flight operations standards and regulatory change matters. Developing consultation advisory documents and post-consultation decision documents that include analysis of consultation responses. Developing guidance documents that support stakeholders to interpret the intent of legal instruments with the support of the CASA Legal staff. Providing technical interpretation, advice and guidance on Australian and international aviation rules and policy within their areas of responsibility. Conducting assessments of regulated entity applications for approvals or exemptions specific to the requirements of Part 60, Part 61 and Part 141. Conducting complex to highly complex operational standards tasks relating to initial and recurrent qualification and surveillance of flight simulation training devices under Part 60 Identifying opportunities for continuous improvement, including developing pathways for assessing new technologies in training and flight simulation. Provide ongoing support and guidance to less experienced employees on standards development and other technical matters relating to flight crew training and licensing, including flight simulation. Establish and maintain professional and effective relationships with other aviation regulatory authorities, foreign government agencies, the International Civil Aviation Organization (ICAO) and other international representative organisations as necessary on the technical safety standards relating to Flight Operations. Represent CASA in national forums when required. The key duties of the position include Ideal Candidate Our ideal candidate for the SO role must demonstrate the following: Demonstrated ability to exercise initiative, analysis, problem solving, judgement, and decision-making and apply technical knowledge and expertise on routine matters and/or unusual matters, anticipating future consequences or outcomes and develop long-term plans that maximise opportunities and minimise risk. Ability to work under direct guidance from CASA in accordance with established regulatory practices, operational needs, procedures, and assigned delegations. Ability to engage in stakeholder management, including with regulated entities, on sensitive and complex issues requiring conflict resolution within constrained time limits. Foundational working knowledge of Australian aviation safety legislation and guidance materials. Operational experience in Flight Training and Flight Simulator Evaluations or national aviation authority management experience. Our ideal candidate for the SSO role must demonstrate the following: Experience in the leading of regulatory and standards development activities or demonstrated experience leading projects with multiple stakeholders, including an understanding of government policies, funding arrangements, and economic impacts. Demonstrated ability to exercise initiative, analysis, problem solving, judgement, and decision-making and apply technical knowledge and expertise on complex matters and/or unusual matters, anticipating future consequences or outcomes, and to develop long-term plans that maximise opportunities and minimise risk. Ability to work under guidance and direction from CASA in accordance with established regulatory practices, operational needs, procedures, and assigned delegations. Ability to engage in effective stakeholder management, including with regulated entities, on sensitive and complex issues requiring conflict resolution within constrained time limits. Comprehensive working knowledge of Australian aviation safety legislation and guidance materials, and other aviation regulatory bodies such as the Federal Aviation Administration (FAA), International Civil Aviation Organization (ICAO), and the European Aviation Safety Agency (EASA). Comprehensive working knowledge of Australia's ICAO compliance requirements relevant to Flight Training and Licensing, including Flight Simulation. Operational management experience in Fight Training, Flight Simulator Evaluations or national aviation authority management experience.
