ABOUT THE TEAM As announced as part of the October 2022 Budget, the Department of Finance is leading the development of a National Security Office Precinct (the Precinct) at York Park in Barton, ACT. The Precinct will provide a permanent solution to the critical accommodation and capability requirements of several national security and other Commonwealth agencies including the Office of National Intelligence and parts of the Department of Foreign Affairs and Trade. As an enabling project to the Precinct's development, a multi-level car park has been constructed adjacent to the John Gorton Building in Parkes, ACT (referred to as the John Gorton Campus Car Park). The key duties of the position include ABOUT THE OPPORTUNITY There are currently two exciting Project Officer opportunities to work within energetic and high paced teams responsible for delivering this nationally significant project. Key responsibilities of the APS 5 Project Officer include: Supporting commercial planning and implementation in an environment of multi-faceted internal and external stakeholders needs. Assisting financial management activities including processing of invoices and co-ordination of monthly reporting metrics. Supporting contract management activities including reviewing project documents and providing advice to team members to ensure project deliverables are in accordance with the contract documentation. Liaising with and co-ordinating team members to ensure the program is maintained. Supporting value-for-money outcomes in accordance with the Public Governance, Performance & Accountability Act 2013. Ensure project records and data are maintained and up to date to support compliance with audits. Ensure compliance with all relevant legislative provisions and timeframes, not limited to Security of Payments. Key responsibilities of the APS 6 Project Officer include: Lead and coordinate government approval processes, including Cabinet Submissions and associated Budget Costing Agreements for future Comebacks. Contribute to the development of a fit-for-purpose operating model for the Precinct and enable the realisation of intended Project benefits. Contribute to the establishment and ongoing management of leasing agreements with tenant agencies and key project stakeholders. Manage the delivery of project activities by working collaboratively with all stakeholders to achieve desired outcomes. Provide project and operational support, including monitoring and reporting on project milestones and deliverables, to ensure time, cost and quality outcomes are in line with approved project plans. Roles within the Division offer the opportunity to work closely with a range of national security and Commonwealth agencies as well as senior technical and commercial advisors and specialists.
