REPORTING TO: Team Leader Project Delivery EMPLOYMENT TYPE: Permanent Full Time THE POSITION: The Project Manager will proactively engage with business units across AlburyCity, to oversee, coordinate and manage the delivery of AlburyCity’s complex capital infrastructure projects within the Project Delivery Team. Responsibilities KEY RESPONSIBILITIES: Initiate, plan, coordinate, prepare and implement complex design &/or construction contracts to deliver Albury City’s infrastructure projects on time, within budget and in line with AlburyCity’s guidelines. Coordinate all phases of a complex project’s lifecycle including Initiate, Plan, Design, Delivery and Close-out. Deliver complex projects on time, within budget and quality standards including; Initiating and planning of projects. Coordinating internal and external resources to complete project requirements. Plan, maintain, coordinate, and monitor project budgets, programs, and completion of activities. Preparing scope of works for tender. Manage technical documentation. Evaluate tenders in accordance with AlburyCity’s procurement policies and procedures. Ensure works between AlburyCity’s contractors, consultants and agents are coordinated with minimal interface disruptions and to high standards. Recommend remedial action to contractors/consultants in cases of non-compliance to quality standards. Ensure contractors/consultants and suppliers quality satisfies AlburyCity’s requirements and standards. Administering complex contracts including, assessing payment claims, variation claims, non-conformance reports, requests for information and undertaking dispute resolution. Ensure the satisfactory implementation of AlburyCity’s project management system including; Ensure comprehensive records are established and maintained to assist project decision making including; Reporting through agreed lines on project progress. Preparing monthly reports against plans, identifying potential variations and corrective actions. appropriate use of AlburyCity information management and record keeping systems. Monitor and update project information within the project management system to keep it up to date. Champion the use of the project management framework and project management system. Engage and partner with project leaders to drive good project management practices. Support the preparation and running of portfolio and project steering committees. Assist with the annual budget process including the prioritisation of project within capital and operational budgets. Actively contribute to a positive culture, through encouraging an environment of ideas and knowledge sharing, collaboration and continuous improvement. Develop and maintain strong internal and external stakeholder relationships. Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. Our Community Subcontractors and Suppliers Design Consultants Community Groups and Local Businesses Statutory Authorities EMPLOYMENT CONDITIONS: Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am - 5pm, with an RDO in accordance with AlburyCity's RDO guidelines. These times may vary due to operational requirements and will be determined by the supervisor. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, such as walking and lifting, along with general manual handling tasks as part of a normal working environment. A medical declaration is required for this position. This position requires the employee to lodge an annual Pecuniary Interest Return. This position is delegated with certain powers, authorities, duties, and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act This position is subject to alcohol and other drug testing. This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with occasional/frequent visits to external sites/depots as required. ESSENTIAL CRITERIA: Tertiary qualification in a related field i.e. Engineering or Project Management, as well as demonstrated extensive experience in delivering complex infrastructure projects. High level written and verbal communication skills. Proven ability to manage competing priorities autonomously. Ability to develop, maintain both internal and external stakeholder relationships to achieve outcomes that contribute to the achievement of the organisation’s strategic goals. DESIRABLE CRITERIA: Experience in the full lifecycle delivery of complex Water and Wastewater Projects. High level MS Office skills including Word, Excel and PowerPoint. Class C Drivers licence. EXPERIENCE: Extensive experience in complex infrastructure project management across the entire project management lifecycle. Ability to write scopes that encompass all project requirements and coordinate the approvals and design process. Extensive experience in delivering complex infrastructure projects, desirably in the Water and Wastewater industry. SPECIALIST KNOWLEDGE AND SKILLS: Sound understanding of project management principles, including project management frameworks and the management/coordination of interdependence of disciplines involved in project management. Sound working knowledge in water and wastewater/building and construction complex infrastructure related projects. Experience in the implementation of project reporting.
