Section overview The Monitoring & Networks Section is made up of two groups, Health Physics Measurement and Radiation Monitoring Networks. The Section is responsible for ARPANSA's field measurement capabilities and networks that are required for the measurement of ionising and non-ionising radiation in people and the environment, as well as a radiation measurement laboratory. This responsibility includes maintenance of ARPANSA's radiation emergency field response capabilities under national and international arrangements. The key duties of the position include Primary purpose of the role Under broad direction and with a significant degree of independence, you will provide leadership and manage the strategic direction of ARPANSA's radiation monitoring networks for ionising and non-ionising radiation. This includes oversight of the operational and technical activities associated with maintenance of ARPANSA's UV and ionising radiation network as well as radiation field measurement capabilities. Significantly, you will be responsible for ARPANSA's radiation monitoring network and laboratories under contracts with the Comprehensive Test-Ban-Treaty Organization (CTBTO). You will develop and maintain relationships and lead liaison with other national and international agencies (including the IAEA, CTBTO, AAD, BoM and DFAT) to develop agreements and ensure delivery against contractual obligations. Additionally, you will support the ongoing delivery of ARPANSA's environmental program, emergency preparedness and response activities, and regulatory assurance programs. Key accountabilities Provide leadership and oversight to the strategic direction of ARPANSA's Monitoring & Networks Section for ionising and non-ionising radiation; Provide high-level policy and technical advice and ensure the effective overall planning, coordination and implementation of the Team's monitoring programs and activities to deliver service quality to customers; Represent ARPANSA (and Australia) at key conferences and meetings, nationally and internationally and negotiate and liaise with external stakeholders in relation to the Team's area of responsibility; Build and sustain effective relationships with internal and external stakeholders to support the achievement of the Branch and Section's goals; Manage any potential risks, including meeting expectations on the delivery of services, and contribute to the continuous improvement and management aspects of the Section through consultation and participation with decision makers as required. Our ideal candidate - job specific capabilities To be considered for this position, you will possess tertiary qualifications in electronics/software engineering or computer science from an Australian educational institution or comparable overseas qualifications or other alternative qualifications and experience which, in the opinion of the CEO, are appropriate to the duties. You will have outstanding personal attributes including personal drive and integrity, political astuteness, highly developed communication and consultation skills, as well as a demonstrated capacity for planning, leading, developing and motivating staff to achieve business outcomes and create a shared sense of purpose. You will also have demonstrated experience in engaging stakeholders and clients as well as an ability to drive the continuous improvement of the Monitoring & Networks Team. You must hold Australian citizenship and be prepared to travel interstate or overseas from time to time as required.
