Section overview Human Resources is responsible for driving the development and delivery of a range of strategic and operational human resource management functions. Working in partnership with ARPANSA's branches and offices, Human Resources provides services and advice on the Agency's employment framework, workplace relations, workforce and succession planning initiatives, workforce metrics and analysis, talent management, organisational design and classification management, as well as the payroll and recruitment activities. The key duties of the position include Primary purpose of the role The Workplace Relations Lead is responsible for the strategic direction and the day-to-day operation of the agency's employment framework. This key leadership role is expected to engage, impact and provide advice to ARPANSA's Executive on all aspects of the employment framework, including workplace relations arrangements, HR matters, complex people management and case work, pay and conditions. The role will provide high quality advice and expertise to the Director Human Resources, Branch and Office Heads and the CEO of ARPANSA in fulfilling their statutory responsibilities under the Australian Radiation Protection and Nuclear Safety (ARPANS) Act 1998. A key focus of the role is to ensure all policies, systems and services are in accordance with statutory requirements and aligned to the strategic priorities of the agency and Government. Key accountabilities Plan, manage and lead the strategic and operational services of the agency's employment frameworks. Provide high level strategic and operational advice to ARPANSA's Executive on a range of human resource management and employee relations issues, risks, initiatives, trends and practices. Uplift all existing HR policies and procedures to ensure they are aligned with the current industrial instruments relevant to the Agency including but not limited to the Enterprise Agreement Drive the development and implementation of best practice policies, processes and systems to support agency and Government initiatives and priorities, particularly in the areas of human resource management, workplace relations and complex people management and case work. Contribute to the continuous improvement of the Agency through consultation and participation with decision makers as required; including attendance and participation at the agency's staff consultative forum and associated workplace relations forums and networks; Build leadership and employee capability through working in partnership with business to educate and support on the application of the ARPANSA's employment frameworks; Build and sustain effective relationships both internally and with external stakeholders, including unions, professional associations, service providers and Government agencies to support the achievement of corporate and section goals; Develop and negotiate the Agency's Enterprise Agreement in accordance with Government's workplace relations arrangements and bargaining policies as they apply in the APS; and Lead organisational culture change initiatives. You will also have a sound understanding of the Commonwealth's legislative and policy frameworks in these areas. You will possess highly developed leadership and management skills, including the ability to lead change and develop workforce solutions that improve the agency's capability and performance. You will have a proven record of developing positive relationships and the ability to influence diverse stakeholder groups and staff. You must hold Australian citizenship and be prepared to travel interstate from time to time as required.
