The Bureau is looking for an experienced and highly motivated Operational Technology & Engineering Manager. This is a key leadership position within the Observing Systems and Operations Program providing specialist advice, direction and guidance on the observing infrastructure architecture and equipment. The Operational Technology Lead also manages a diverse team of specialists responsible for the development and design of engineering and technological solutions, incorporating level three support, on a range of technologies spanning from radars to rainfall stations, drifting buoys to dedicated observations and satellites to ships at sea so as to meet business needs. The Operational Technology Lead will also actively engage with industry and stakeholders, including the science and engineering communities, to continuously improve observations infrastructure. Drawing on their experience and knowledge, the Operational Technology Lead will be responsible for establishing capability, strategy and methods for providing the required observations for Bureau services. The position will work closely with the related teams in Infrastructure Development and the National Operations of the Observing Systems and Operations Program, along with other business areas of the organisation, to develop these capabilities. The successful applicant will have extensive experience in engineering planning and delivery. They will also have advanced stakeholder management capabilities, a high level of management skill together with the ability to distil significant issues from complex material so as to develop workable solutions to problems The key duties of the position include Under the direction of the General Manager, Observing Systems and Operations, the responsibilities of the role include but are not limited to: Strategic alignment: manage and lead a team of specialists in operational technology and participate as a member of the OSO Strategic Leadership Team, contributing to strategy and long-term planning. Make decisions and develop Operational plans and policies that align with Bureau strategy, the Observing System Strategy and other strategic and legislative requirements. Impact and Value: Engage with stakeholders to evaluate infrastructure requirements in terms of existing or new services to ensure customer needs are appropriately translated into solutions that deliver on Bureau outcomes. Draw upon expertise in a specialised field of science and a broad understanding of the domain knowledge to lead and undertake OSO initiatives. Innovation: Foster technical innovation, acquisition of expertise and supporting a continuous improvement culture. Design: design and plan the optimum observations process infrastructure, with consideration of available resources. Operational Excellence: Lead and commit to the enhancement of capabilities, information, knowledge and processes focused on operational excellence to meet enterprise and customer needs. Identify gaps and areas of improvement and innovation and work with others to realise these enhancements. Oversee the planning, development, implementation and evaluation of new or modified equipment, systems, networks and services. Evaluate and provide expert recommendations in the design and implementation of infrastructure and technological solutions to ensure the development and maintenance of effective observing infrastructure and systems. Be responsible and accountable for the appropriate management and use of allocated budgets in accordance with the Australian Government Financial Frameworks and all relevant Bureau-issued Financial Procedural Rules. Ensure value for money in any procurement activity by rigorously complying with the Commonwealth Procurement Rules.
