The Risk Intake and Inspectorate Group (RIIG) protects older Australians through proportionate response to provider, worker, financial, prudential and provider governance risks. To achieve this outcome, RIIG comprises two functions: Risk Intake and Analysis, that analyses risk and triages the appropriate response escalation; and Inspectorate that undertakes preventative and responsive monitoring of identified risks. Risk Based Monitoring (Worker Regulation) is a section within RIIG. It is responsible for: Detecting and responding to aged care worker (aged care workers and responsible persons) risks, including assessing provider compliance with their obligations to ensure workers are complying with the Aged Care Code of Conduct Conducting both targeted and responsive risk-based monitoring of worker risks Embedding worker compliance with the Aged Care Code of Conduct across the aged care sector and increasing the accountability of providers for the quality of their workforce Building sector confidence in the Commission and fostering improvement in worker regulation. As an Assistant Director- Risk Based Monitoring (Worker Regulation) you will lead a geographically dispersed team of Risk Based Monitoring Inspectors who are responsible for preventative and responsive monitoring of worker risks and provider compliance with their responsibilities for their workforce. As a delegate of the Commissioner, the role may make regulatory decisions within legislated timeframes, based on the findings and recommendations of the Risk Based Monitoring (Worker Regulation) team. As an Authorised Commission Officer under the Aged Care Act 2024, the Assistant Director - Risk Based Monitoring (Worker Regulation) has the authority to conduct monitoring with or without consent and exercise a range of regulatory powers. The key duties of the position include Lead and manage a geographically dispersed team of Risk Based Monitoring Inspectors, fostering a high-performance culture and supporting staff wellbeing and development. Promote a culturally safe and inclusive workplace, ensuring team members are equipped to engage respectfully and effectively with diverse communities. Lead the identification, assessment, and response to emerging risks related to aged care workers and responsible persons, using the Commission's risk management framework. Exercise delegated regulatory powers to make evidence-based decisions that align with compliance objectives and uphold the Aged Care Act 2024, relevant legislation, and the Regulatory Operating Model. Apply the Commission's risk management framework and specialist knowledge of statutory, regulatory, and policy frameworks including the Aged Care Act 2024 and Regulatory Powers (Standard Provisions) Act 2014 to identify, assess and respond to emerging and systemic risks, contributing to continuous improvement in regulatory practice. Promote provider accountability for workforce quality and compliance with the Aged Care Code of Conduct while supporting sector education to embed compliance expectations and drive continuous improvement. Build and maintain effective relationships with internal and external stakeholders to support collaborative regulation, enhance sector confidence in the Commission's role, and represent the Commission in relevant forums, working groups, and inter-agency initiatives. Lead the integration of Aboriginal and Torres Strait Islander cultural capabilities to ensure assessment and compliance activities are respectful, culturally informed, and aligned with recognised cultural protocols, while fostering meaningful engagement with communities to support inclusive regulatory outcomes. Collaborate with Inspectorate Planning and Coordination and other stakeholders to plan and monitor operational activities.
