The Role CASA is seeking an applicant to join the Regulatory Oversight Division who are ready to use their extensive fixed and/or rotary wing aviation experience in a Certificate Team Manager position within the Surveillance Branch. We are seeking candidates who work collaboratively and cohesively with their colleagues, peers and regulated entities conducting aviation operations nationally and internationally in accordance with CASA’s obligations under the Civil Aviation Act 1988 (the Act). The Surveillance Manager Perth (CTM1) or (CTM2) reports to the National Manager Surveillance, and will possess a highly advanced level of capability in leading and managing a multi-disciplinary team of regulators who provide specialist technical functions and services to ensure the safety regulation of civil air operations in Australia and the operation of Australian aircraft overseas. Key Responsibilities – Manager Surveillance (CTM1) Lead and manage a multi-disciplined team in planning, managing and supporting the delivery of surveillance activities, allocated to their team. Actively promote aviation safety, in line with a shared corporate vision. Induct, monitor and mentor new, high calibre staff into their team. Routinely assess the performance of team members with the objective of promoting operational standardisation, efficiency and consistency. Provide and coordinate high quality, expert technical and regulatory support and advice to the National Manager; and, in the area of the Manager’s core discipline, provide advice to other staff in the team and Branch. Ensure that accurate and current records on surveillance activities are maintained. All decisions are to be adequately supported with the appropriate checklist, or retained, evidenced based, record/reason for decision. Ensure that workload and workflow within the team are properly analysed, and that work outputs are complying, recorded and retained on CASA’s systems, so that, along with input from other Branches, an up to date picture of the safety health of the operators can be determined. Manage attendance of team members at relevant training programmes in accordance with CASA policies, ensuring team members are provided with adequate training. Mentor staff and provide development opportunities, coaching and feedback. Key Responsibilities – Manager Surveillance (CTM2) In addition to the above deliverables, Managers Surveillance level 2 (CTM2) is required to: Coordinate and deliver more complex or higher priority surveillance activities that may require a multi-disciplinary and multi-team approach, including drawing on resources from across teams and Branches as required to achieve outcomes. Manage resources and activities across a broader scope of work, including tailoring team composition and surveillance approaches to reflect the size, complexity and risk profile of the operator or activity, in accordance with CASA policy. Provide advanced specialist technical and regulatory expertise within their discipline and contribute to branch and divisional initiatives to support the effective delivery and continuous improvement of surveillance activities. Apply a high level of regulatory knowledge, including an awareness of international regulatory frameworks and their application within the Australian context, to inform decision-making and support consistent regulatory outcomes. Contribute to the coordination and standardisation of surveillance practices across teams, supporting consistency, efficiency and the effective use of inspectorate resources. Support capability development beyond the immediate team by mentoring staff, contributing to knowledge sharing, and assisting with the development of consistent approaches to surveillance and regulatory decision-making. Work with an increased level of complexity and scope, including managing concurrent or interrelated surveillance activities, addressing ambiguous or sensitive issues, and considering broader operational impacts within the Branch and Division. Ideal Candidate Our ideal candidate in either CTM1 or CTM2 classification must demonstrate the following: Relevant operational management experience in a regulatory, civil or military aviation environment. Comprehensive understanding of Australia’s civil aviation legislation with a focus on a specialty area and its application in a regulatory environment, its international context, and a broad-spectrum understanding of civil aviation legislation as a whole. Demonstrated stakeholder engagement skills including the ability to liaise with stakeholders and provide well-considered responses to complex matters Ability to analyse and interpret data from a wide variety of digital platforms and simplify technical information for non-technical audience as required. Experience in managing complex or multi-disciplinary projects. Experience in effective implementation of quality assurance and risk management principles. Demonstrated experience handling complex and ambiguous situations systematically. Eligibility Requirements Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988.
