Primary objective Oversight and leadership management of procurement and inventory services for Central Australia Health Service (CAHS) and Northern Territory Government (NTG) clients. Key duties and responsibilities 1. Strategic management of procurement functions servicing NT Health (and other NTG clients), ensuring delivery of a cost effective and efficient service. 2. Work with Strategic Procurement and Contracting and the Regional Health Services to identify opportunities for improving contract and supply management, including the implementation of new supply chain management systems or processes. 3. Responsible for the provision of training to staff and clients on the various supply systems utilised within NT Health including but not limited to Qantel, NTG Pay and Health Procurement System. 4. Actively participate in NT Health Strategic Committees and Operational Working Groups to ensure continuous improvement and benefit realisation for NT Health in relation to purchasing. 5. Understanding and implementation of NTG legislation pertaining to Procurement Guidelines, Employment Conditions and Workplace Health and Safety (WHS). 6. Follow defined service quality standards, Workplace Health and Safety (WHS) policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces. 7. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour whilst managing a complex team in a dynamic work environment. Selection criteria Essential 1. Demonstrated ability to manage and lead a team, to provide quality customer focused service delivery, across the purchasing and supply functions, aligned with business requirements, including providing contract management and procurement advice to internal stakeholders. 2. Proven ability to sustain high level performance and manage effectively, in an environment of substantial change and continuous improvement and to adapt to suit changing stakeholder requirements. 3. Current sound knowledge and experience in procurement principles and practices in a complex service delivery environment. 4. High level communication, interpersonal, negotiation and facilitation skills, including the ability to interact effectively with people from diverse cultures. 5. High level knowledge of business administration principles and practices, associated legislation and policies, including human resources, financial and procurement management with the ability to analyse and resolve issues in a collaborative manner. 6. Experience in a range of procurement and purchasing information management systems and the ability to provide training to others. Desirable 1. Tertiary qualification in procurement, business, administration (or similar) or relevant discipline.
