This exciting new role has been created to focus on establishing the core architecture for regional collaboration, including service models, governance frameworks, commercial agreements, and repeatable procurement systems. City of Launceston led, the incumbent will work closely with neighbouring councils and regional partners, aligning multiple organisations into a practical, sustainable operating model that delivers long-term value beyond the life of the contract. Through strong stakeholder engagement and structured design, the role will build clear, enduring systems (Service Level Agreements, governance, processes, and tools) that enable consistent, efficient, and compliant procurement practices. The position will deliver a strong foundation for shared services and regional collaboration, reducing duplication and enabling improved commercial outcomes and resource efficiency over time. Reporting to the Senior Leader Finance and Technology, and supported by a small capable team, key responsibilities will include: Designing, negotiating, and embedding a sustainable regional procurement and shared services model across participating Councils Leading complex, high-value procurement and contract management negotiations across councils, with suppliers Designing and establishing regional contracts and supplier arrangements with consistent contract management and supplier performance practices, and leveraging aggregated demand to improve commercial outcomes Engaging with senior leaders across Councils to build alignment and shared ownership Facilitating workshops and collaboration forums, and translating stakeholder needs into practical solutions Designing and embedding procurement policies, systems, tools, and templates Developing KPIs, SLAs and performance reporting mechanisms which drive accountability and continuous improvement Undertake all work in a safe manner in accordance with the City of Launceston 's WHS Policy and Procedures, and adhering to legislative, probity, and public sector procurement requirements. You are an innovative change leader, with outstanding communication, negotiation and influencing ability applied across a wide range of stakeholders. Community and commercial minded, your key focus will be to build the success and sustainability of this strategic initiative and regional partnership. Proven experience in complex procurement, including the development and delivery of procurement strategies, plans or channels that achieve value for money, efficiencies and risk reduction will be essential. Sound understanding and application of public sector procurement governance, including legislative, policy, probity and risk management requirements will be critical to success, along with tertiary qualification in procurement, business, law, or related field.
