The Opportunity This senior specialist position sits within the Infrastructure Delivery team and is responsible for quality control across Council's civil construction activities. You'll lead the development and implementation of quality assurance systems, coordinate materials testing programs, undertake audits, investigate quality issues, and provide expert advice on construction materials, road pavements, specifications, and compliance requirements. The role also oversees quarry compliance, materials tracking systems, and construction waste management programs. Ideal for experienced professionals from civil construction, geotechnical, materials testing, road infrastructure, quarry operations, or quality assurance environments looking to step into a senior technical leadership role. What You'll Do Develop and maintain quality assurance systems, procedures, inspection and test plans, and quality documentation. Conduct quality audits covering materials, construction processes, environmental compliance, safety, and finished works. Investigate defects and non-conformances and provide recommendations for corrective actions. Coordinate laboratory and field testing of soils, pavements, quarry products, waste materials, and water discharge. Provide specialist advice on road construction materials, pavement performance, TfNSW and Australian Standards compliance. Manage compliance requirements for Council's historic quarry assets, including EPA licence obligations and environmental controls. Lead the development and maintenance of digital materials tracking and haulage management systems. Manage construction waste tracking, classification, reuse programs, and regulatory reporting requirements. Support tender specification development and provide technical input on procurement requirements. Coach and mentor construction teams to improve quality assurance capability and project outcomes. Prepare technical reports, quality performance reporting, and recommendations for management. What You'll Bring Associate Diploma in Engineering or equivalent experience gained through extensive industry exposure. Demonstrated experience in geotechnical, materials, and construction testing environments. Experience developing and implementing quality assurance systems, specifications, and audit programs. Strong understanding of civil construction materials, road pavements, and relevant standards. Experience with construction waste management and environmental compliance requirements. Demonstrated capability in process improvement, systems development, and data management. Strong analytical, reporting, and stakeholder engagement skills. Proficiency in Microsoft 365 applications including Excel, Word, and PowerPoint. Current Class C Driver Licence. White Card. Desirable Qualification in Environmental Management.
