They have defined a comprehensive People & Culture Strategy; now, they require a dedicated delivery expert to step in and turn that strategic vision into a structured, well-governed reality. About the Role We are seeking an experienced Project Manager to lead the end-to-end delivery of a P&C Strategy Implementation initiative across the remaining FY27 period. This is not an operational HR position; it is a rigorous project delivery role. You will be responsible for transitioning the organisation from strategy definition to coordinated, program-level execution, ensuring that delivery moves past standard business-as-usual (BAU) capacity constraints. Key Responsibilities: Program Coordination: Oversee and integrate six core work packages: Strategic Workforce Planning, Leadership & Staff Frameworks, Training Academy Refresh, Culture & Leadership Cohorts, EVP rollout, and Recruitment Optimisation. Business Case & Roadmap Development: Lead the development of the Full Business Case and integrated Delivery Plan, including phasing, milestones, and dependencies. Governance & Risk: Establish delivery frameworks, reporting cadences, and manage RAID logs—specifically mitigating risks around SME capacity and change fatigue. Stakeholder & Change Management: Partner with Change and P&C leaders to drive structured embedment into BAU, reporting directly to Steering Committees (SteerCo) and executive stakeholders. What We Are Looking For: Demonstrated experience delivering enterprise-wide transformation programs, specifically within People & Culture, HR, or major Organisational Change domains. Strong governance capability, including experience writing Full Business Cases and setting up Benefits Realisation Frameworks . Prior experience within the Queensland Government or a similar public sector environment. Familiarity working alongside HRIS or workforce systems uplift programs is a plus.
