Our Client Port Augusta City Council serves the city of Port Augusta, Stirling North and surrounding seaside localities in South Australia. The Council is entering a significant capital delivery phase, with a substantial backlog renewal programme and annual works funded through previous underspending. This newly created role will be central to turning that capital programme into tangible outcomes for the region. The Role Reporting to the Director Infrastructure, you will lead the Project Delivery Team to deliver Council’s $60 million four-year backlog renewal and annual works programmes. You will bring structure, pace and accountability to a busy capital portfolio, working closely with internal teams, contractors and the community to improve delivery outcomes. Lead the coordinated delivery of the Works Program, ensuring projects are delivered safely, on time, on budget and to quality standards. Provide leadership to the Project Delivery Team and foster a collaborative, high-accountability culture. Work closely with the Manager Technical Services and Manager Operations to align planning, design, construction and maintenance outcomes. Manage consultants and contractors across civil, open space, building and special projects. Oversee tender documentation, tender assessment and contract recommendations. Prepare accurate reporting, budgets, forecasts and Council reports relating to the Works Program. Act as a key contact for residents, community groups, statutory authorities, State agencies and lessees. Support project handover and sustainable asset management following construction. Responsibilities Drive delivery strategy, governance and reporting for the four-year Works Program. Manage project scope, programming, quality, time, cost and risk across multiple capital works streams. Lead contract administration and ensure contractors meet all obligations and performance requirements. Contribute to procurement activity, including tender documentation, assessments and award recommendations. Develop, monitor and review budgets, expenditure and financial reporting for assigned projects. Build effective working relationships with elected members, residents, internal teams, consultants and contractors. Prepare Council reports, respond to enquiries and provide timely technical advice as required. Coordinate with Technical Services and Operations to align design, construction and maintenance interfaces. Maintain accurate records, purchase orders, invoices and project documentation in line with Council procedures. Support process improvements that strengthen efficiency, record keeping and delivery consistency. About You Qualifications: Tertiary qualifications in Civil Engineering, Project Management, Construction or a related discipline. Experience: Minimum 5 years’ experience in a project management-related role, ideally delivering civil infrastructure and building projects. Contract strength: Demonstrated experience in contract management, procurement and superintending contractors. Local government knowledge: Experience in local government is highly regarded, including understanding of council processes and legislation. Delivery focus: Strong track record of managing competing priorities, deadlines, budgets and reporting requirements. Communicator: Excellent written and verbal communication skills, with confidence dealing with residents, contractors and stakeholders. Problem solver: Detail-oriented, analytical and pragmatic, with sound judgement and a continuous improvement mindset. Technical capability: Working knowledge of quality management principles, road/civil works delivery and AutoCAD is highly regarded.
