Job Description Position: EL2 Transition Manager Location: Canberra, Sydney, Brisbane or Melbourne Start date : ASAP Duration: Approx. 12 months Pay rate: Rates negotiable dependent on skills and experience Citizenship requirements: Must be an Australian citizen and hold a minimum Baseline clearance at time of application Overview Our Federal Government client is seeking an experienced EL2 Transition Manager to support the delivery of a major business and technology transformation program. This large-scale initiative is focused on modernising business capabilities, improving service delivery, and replacing critical legacy systems with contemporary, agile solutions. The successful candidate will lead the planning and management of transition to operations and support during a critical phase of program delivery. Working across business and technology environments, you will ensure solutions are operationally ready, supportable, appropriately governed, and aligned with established delivery, assurance, and operational frameworks. Responsibilities: Develop and lead an integrated transition plan aligned with release and transition strategies, covering transition to operations and support, service acceptance, handover, stabilisation, and knowledge transfer activities within an Agile environment Build and maintain strong relationships across business, ICT, program leadership, operational teams, and support functions to enable effective decision-making and successful transition outcomes Ensure transition planning aligns with existing governance, assurance, and operational frameworks, embedding clear transition acceptance, service readiness, and support model criteria Lead cross-organisational dependency, risk, and issue management across business and technology workstreams, identifying critical path impacts, sequencing constraints, handover requirements, and treatment actions Provide high-quality reporting to senior leadership and executive stakeholders on transition status, readiness, risks, issues, dependencies, assurance outcomes, and key decisions Deliver transition activities in accordance with program methodologies, governance arrangements, and assurance requirements, including stage gates, operational acceptance activities, and audit-ready documentation Work collaboratively with governance, assurance, change management, and key stakeholder groups to establish and maintain transition governance, readiness measures, reporting frameworks, and visibility of progress Define and manage integrated transition schedules, including milestones, readiness checkpoints, acceptance criteria, handover activities, and decision points Establish and manage readiness and assurance activities across business, operational, service support, process, data, people, and technology domains Coordinate operational handover activities with service, support, and business owners to ensure support arrangements, documentation, training, ownership, service levels, and post-implementation support requirements are in place Prepare governance papers, assurance documentation, and executive briefing materials, ensuring traceability of decisions, risks, dependencies, and readiness outcomes Experience/requirements: Demonstrated experience delivering outcomes within large-scale government transformation or modernisation programs Proven experience leading transition to operations and support within complex organisational transformation environments Strong experience coordinating transition activities and operational handovers across business, program, and support stakeholders Demonstrated understanding of Agile delivery methodologies and P3M disciplines within government environments Experience establishing governance, assurance frameworks, readiness measures, executive reporting, and managing complex cross-organisational dependencies, risks, and issues Highly developed communication and stakeholder engagement skills, including experience preparing executive briefings and influencing stakeholders across business, ICT, and program environments Demonstrated ability to work collaboratively within multidisciplinary teams, fostering strong relationships and positive team culture Experience with project, transition and service management methodologies and tools, including DevOps, MS Project, or similar industry-standard tools (desirable) Tertiary and/or professional qualifications in project management, business management, public administration, service management, or related disciplines (desirable) Agile or Scrum certification (desirable) Apply now or contact SOS Recruitment on 6260 8888 for a confidential discussion.
