Make a real difference in Aboriginal healthcare Fox Personnel is engaged to recruit on behalf of a well-established Aboriginal Community Controlled Organisation based in Echuca, Victoria. ABOUT THE ROLE You'll lead the day-to-day operations of a busy medical centre, managing 30 staff across diverse health and ageing services. This is a strategic leadership role reporting directly to the CEO, where you'll shape healthcare delivery, implement clinical governance, and ensure compliance with all aged care regulations and standards. KEY RESPONSIBILITIES Lead strategic and operational management of Njernda Medical Centre and Health and Ageing services Manage a diverse, multi-disciplinary workforce (clinical, medical, allied health, nursing, GP Registrars, contractors, trainees) Develop and maintain a constructive workplace culture that supports staff engagement, training, and excellent service delivery Oversee clinical governance, incident reporting, risk management, and consumer feedback Ensure compliance with the Aged Care Act 2024, Aged Care Rules 2025, and Strengthened Aged Care Quality Standards Oversee CHSP program compliance including care planning, service agreements, My Aged Care referrals, and service reporting Ensure compliance with the Serious Incident Response Scheme (SIRS) including timely reporting to the Aged Care Quality and Safety Commission Monitor aged care workforce compliance including worker screening, mandatory training, and code of conduct obligations Oversee aged care complaints management and continuous improvement activities Maintain oversight of aged care risk registers and quality indicators Prepare for and lead aged care audits, performance assessments, and regulatory engagement Implement culturally safe, evidence-based, trauma-informed service delivery practices Develop and implement departmental policies and procedures in coordination with stakeholders Monitor operational performance against KPIs and identify opportunities to enhance service utilisation and revenue Present monthly activity reports to CEO covering utilisation patterns, Medicare billing, compliance, staffing issues, and program deliverables Ensure timely and accurate Medicare billing to maximise revenue in compliance with standards Manage staff recruitment, onboarding, professional development, supervision, performance reviews, and offboarding Maintain and manage rosters ensuring optimal workforce coverage and operational efficiency Coordinate with Njernda's OHS Coordinator to ensure compliance with OHS standards Prepare program briefings, business cases, funding proposals, and government submissions as required Organise community feedback meetings on programs and services ESSENTIAL REQUIREMENTS Qualifications Tertiary qualifications in Healthcare or Business Management or related discipline, OR equivalent significant experience in practice/operations/medical services/health and ageing services management Experience 5 years in a similar senior management role Skills & Knowledge Demonstrated experience managing a busy, accredited medical centre/practice Demonstrated knowledge and understanding of Aboriginal culture and trauma-informed care practices in Aboriginal community-controlled general practice Sound knowledge of clinical governance framework, Health and Ageing Acts, Aged Care Act 2024, Aged Care Rules 2025, Code of Conduct for Aged Care, Worker screening/banning orders, SIRS, and Strengthened Aged Care Quality Standards Demonstrated experience managing Commonwealth-funded aged care programs (CHSP or equivalent) Demonstrated experience managing diverse, multi-disciplinary workforce (clinical, medical, allied health, nursing, GP Registrars, contractors, trainees, specialist services, locum staff) Comprehensive understanding of relevant funding, policies, regulations, and aged care reforms Extensive knowledge of strategies to maximise operational performance and long-term sustainability in primary health care Sound knowledge of MBS billing, practice management software, and health IT systems Excellent written and oral communication and conflict resolution skills Working experience in budgeting, financial control, revenue maximisation, and financial reporting Essential Pre-Employment Checks National police check Working with Children's Check (WWCC) Full Victorian driver's licence Vaccination disclosure Aged care banning clearance Two professional referees Proof of identity and qualifications POSITION DETAILS Hours: 37.5 hours per week, full-time Award: SCHADS 2010 Level 8 Remuneration: $142,350 Superannuation SELECTION CRITERIA Applicants must address the key selection criteria in a written statement (maximum 2 pages).
