About the role: Reporting to the Deputy General Counsel, Legislation, the Managing Principal Solicitor, Legislation will form part of the senior management team within the Legal and Governance Branch. They will be responsible for building public service capabilities to support the legislative agenda for the department including through the development of policy, drafting of DI's and review of the bill and associated submissions and documents. The role will have a specific focus on supporting the team in the involvement in the making of primary legislations, preparation of Ministerial correspondence and Governor in Council briefings in the health, ambulance services, mental health and ageing portfolios. About you: Can you demonstrate the following? Providing authoritative and strategic legal advice to Ministers, the Secretary, senior managers and relevant Administrative Offices on key issues affecting the relevant portfolios where legal risk is a key factor or legal services are a key enabler Identify service improvement opportunities within the department and relevant cross-agencies and lead the development of continuous improvement systems, processes and policies. Contribute to upskilling the legislation knowledge within the department by a commitment to continuing legal and specialist education and leading delivery of training of departmental staff. Develop relationships and effectively manage and liaise with a diverse range of stakeholders including ministerial staff, the Secretary, Deputy Secretaries as well as the Department and Premier and Cabinet in drafting legislation, and external legal professional to support appropriate and well considered advice on a wide range of legal, legislative and policy issues. Draft and develop material including the preparation of Cabinet and Cabinet related material, Ministerial and Secretary briefings and meeting papers, agendas, minutes and reports. Provide effective professional leadership, guidance and management to a team of employees by supporting individuals to achieve their potential as legislation experts, while maximising their contribution to achieve their goals and outcomes Qualifications / Specialist Expertise The successful candidate must hold (or be eligible to hold) a current practicing certificate under the Legal Profession Uniform Law (Vic). Minimum of 7 years post legal admission experience.
