Osborne Richardson is once again partnering with the Department of Natural Resources and Mines, Manufacturing and Regional and Rural Development (NRMMRRD) on a fantastic AO8 contract opportunity within the Regional and Rural Development Branch. This is high-impact, whole-of-government work — helping regional Queensland turn large-scale energy, resources and renewable investment into long-term regional benefit, not just short-term construction activity. As Manager, Special Project (Energy), you'll be the central point of coordination across government agencies, councils, industry and communities — clarifying roles, managing cumulative impacts and making sure the opportunities flowing from major energy projects actually land where they should. What's on offer Up to $130 per hour | 40 hours per week | Based at 1 William Street, Brisbane or any suitable regional NRMMRRD office (Cairns, Townsville, Mackay, Bundaberg, Maryborough, Toowoomba or Rockhampton) | Contract through to 30 September 2026, commencing 22 June 2026. Flexible work location arrangements will also be considered. What you'll be doing: Leading the design and delivery of whole-of-government coordination approaches around major energy, resources and renewable investments at a regional scale Acting as the central coordination and facilitation point — clarifying agency roles and establishing governance arrangements Preparing high-quality briefs, advice and options papers for senior executives on complex regional issues Identifying gaps or unintended consequences in current policy, planning and delivery frameworks, and advising on improvements Helping regions integrate energy and resources investment into statutory regional planning and infrastructure planning early Leading high-level engagement with local government, regional organisations, industry and community stakeholders Managing time-limited, high-priority special projects within defined scope, timeframes and budgets What we're looking for: A strong working knowledge of contemporary energy and resources policy, and the ability to apply it to investment attraction and regional economic development Knowledge of current policies, programs and legislative requirements guiding councils, landowners, proponents and stakeholders in the energy sector Demonstrated ability to analyse information, identify gaps or emerging opportunities, and translate them into practical recommendations, pilots or initiatives Proven capacity to manage sensitive and complex stakeholder environments Strong relationship-building skills — influencing, negotiating and building consensus across agencies without direct authority Experience in regional development, infrastructure planning, economic development, energy, resources or related policy environments Familiarity with Queensland Government internal processes, priorities and relationships Experience in regional and rural settings — or being based in regional Queensland — will be favourably considered.
