The Role This role supports the Indigo Program (Tranche 2) within the Australian Electoral Commission (AEC), a major transformation initiative focused on modernising electoral services through business process improvement, data management, legislative compliance activities and the replacement of ageing ICT systems with a citizen-centric technology platform. As Transition Manager, you will lead the planning and delivery of transition to operations and support, ensuring new business and technology capabilities are operationally ready, supportable and successfully embedded into business-as-usual environments. Key responsibilities include: Developing and leading an integrated transition plan covering operational readiness, service acceptance, knowledge transfer, stabilisation and handover. Leading transition activities across business, ICT, program, operational and support teams within an Agile delivery environment. Managing cross-organisational dependencies, risks, issues and critical path activities. Establishing and monitoring transition readiness measures, acceptance criteria, assurance activities and operational checkpoints. Driving transition governance and ensuring compliance with program methodologies, assurance frameworks and operational acceptance requirements. Producing executive-level reporting on transition status, readiness, risks, dependencies and key decisions. Preparing governance papers, assurance documentation and decision-support materials for senior leadership and executive forums. Coordinating operational handover activities, ensuring support models, service levels, training, documentation and ownership arrangements are in place. Working closely with Governance, Assurance and Change Management teams to maintain visibility of progress and readiness. Managing integrated transition schedules, milestones, decision points and go-live readiness activities. About You The ideal candidate will have: Essential Experience Experience delivering within large-scale government transformation or modernisation programs. Experience leading Transition to Operations (TTO), service readiness and operational handover activities. Strong background coordinating transition activities across business, ICT, program and support stakeholders. Understanding of Agile delivery methodologies and broader P3M (Portfolio, Program and Project Management) disciplines. Experience establishing: – Governance frameworks – Assurance processes – Readiness assessments – Executive reporting mechanisms Proven ability to manage: – Risks – Issues – Dependencies – Executive decision points Strong stakeholder engagement skills across business and technical environments. Excellent written communication skills, including: – Executive briefings – Governance papers – Status reporting – Decision-support documentation Ability to work effectively within multidisciplinary teams and build trusted relationships. Desirable Experience Experience with: -Transition Management -Service Management -Project Management methodologies -DevOps -MS Project -Similar enterprise delivery tools Understanding of aligning delivery to existing governance and operational frameworks. Tertiary qualifications in: -Project Management -Business Management -Public Administration -Service Management -Related disciplines Agile and/or Scrum certifications. Security Clearance Must hold an active Baseline Clearance before commencement. Must be eligible to obtain Negative Vetting Level 1 (NV1) .
