With a total revenue of -$118 million, a $21.5 million capital works program, and an ambitious Council Plan 2025-2029 underway, this is a Council investing in its future Reporting to the Chief Financial Officer, this newly positioned Finance Manager is a key strategic leadership role responsible for shaping Council's financial sustainability, resilience and decision-making capability. Leading a team of 12 across financial accounting, management accounting, payroll, rates and valuations, you will take ownership of core finance operations while driving continuous improvement in systems, reporting and organisational capability. About the Role Lead Council's financial strategy, including the Strategic Resource Plan, Long-Term Financial Plan and annual budget Deliver high-quality, timely and transparent financial advice to Council, the Executive Leadership Team and senior leaders Oversee financial accounting, management accounting, budgeting, payroll, rates, grants reporting, and statutory compliance Drive continuous improvement in financial systems, data capability and reporting frameworks Coordinate and support the Audit & Risk Committee and manage external audit relationships Ensure compliance with the Local Government Act, Australian Accounting Standards and Ministerial Guidelines Lead, develop and build the capability of a 12-strong Finance Department About You CPA or CA qualified with demonstrated experience in a senior financial management role Strong understanding of long-term financial planning, ideally within local government or the broader public sector A technically strong, solutions-oriented finance professional capable of translating complex financial information into clear, actionable insights Proven people leader with the ability to build high-performing, business-partnering teams Highly developed stakeholder management skills, with the confidence to engage effectively with Councillors, executives and external partners Strong analytical, problem-solving and decision-making skills in a politically sensitive environment Knowledge of the statutory, policy and financial environment facing local government is highly regarded Why Nillumbik?
