About the Role This is a new and exciting opportunity for a strategically minded professional to join Council’s Planning & Advocacy team within the Place Branch. Reporting under limited direction, the Policy and Strategy Officer plays a key role in growth planning, strategic advocacy and place‑based policy leadership. The role works across Council, government and external partners to help position Toowoomba for long‑term success, advocating for investment, shaping growth and policy settings and translating strategic intent into actionable outcomes. The role contributes to high‑profile initiatives, complex strategic projects and advocacy agendas of regional and state significance. It is ideally suited to someone who enjoys operating at the intersection of policy, planning, place and politics. As Council’s strategic priorities and external environment evolve, the role may flex to support emerging initiatives across the broader Planning and Development Group. Key Responsibilities In this role, you will: Contribute to the development and delivery of Council’s strategic advocacy and growth priorities, including special projects and intergovernmental initiatives Prepare and coordinate strategic policy advice, planning assessments, concept investigations and business cases to support informed decision‑making Undertake research, analysis, field investigations and stakeholder engagement to underpin evidence‑based growth and place policy Support the preparation, review and implementation of planning schemes, land use strategies and policy frameworks Prepare high‑quality briefings, reports and presentations for Council, Executive Leadership, government partners and external stakeholders Undertake strategic land use investigations, master planning and place‑based studies Build and maintain effective working relationships across local, state and federal government, industry, community and regional partners About You You are a strategic thinker and natural collaborator who enjoys working on complex issues that shape cities and regions. You bring: A tertiary qualification in Public Policy, Urban and Regional Planning, or a related transferable discipline Eligibility for membership of a relevant professional association Demonstrated experience in strategic advocacy, policy development, growth planning, project management or strategic land use planning (local government experience desirable) A sound understanding of Queensland planning and local government frameworks Strong written, verbal and stakeholder engagement skills, with the ability to influence and advocate effectively Excellent organisational skills and the ability to manage competing priorities in a dynamic environment A current Class C Driver’s Licence Most importantly, you demonstrate a strong alignment with Toowoomba Regional Council’s Values and Behaviours, with a particular commitment to collaboration, integrity and customer‑focused service. What We Offer A permanent full‑time position based in the Toowoomba CBD The annual salary range for this position is $102,286.02 - $109,044.83 gross per annum, plus 17.5% annual leave loading and up to 12.65% superannuation.
