Context statement Fisheries NT is in the process of delivering a major digital transformation program to modernise its data and information systems, replacing legacy platforms with a contemporary, integrated Fisheries Data Management System. The role operates in a complex regulatory and operational environment, requiring strong collaboration with internal teams, external development partners and fieldbased stakeholders. The position is central to ensuring the new system is welldesigned, usercentred, fully documented and capable of supporting mobile and operational needs across Fisheries programs. The Role As a Senior Business Analyst, Data Systems Project Lead, you will provide strategic leadership, business analysis, project management and stakeholder engagement to support Fisheries NT’s digital transformation, including the migration from legacy systems, mobilisation of new digital tools for field use and continuous improvement of the Fisheries Data Management System. Key Duties Provide strategic leadership and expert business analysis to define, refine and govern Fisheries NT’s digital capability, including complex requirements elicitation, business process reengineering and enterprise level workflow design. Lead and project manage the end to end transition from the legacy Fisheries database to the modernised Fisheries Data Management System (K2), ensuring strong governance, data integrity, user readiness and alignment with program objectives. Provide expert advice and guidance to direct the creation, maintenance and governance of comprehensive system documentation, including functional and nonfunctional specifications, data models, process maps, integration frameworks, and user support materials. Manage the performance and delivery of the external software development partner, overseeing prioritisation, sprint planning, release scheduling, contract compliance and quality assurance to ensure ongoing system optimisation. Cultivate strong, collaborative relationships with internal and external stakeholders, facilitating strategic engagement, structured consultation, user acceptance testing, adoption planning and continuous improvement processes to ensure the system meets operational, regulatory and field based requirements. Build the capacity of others and support the professional development of staff within the team for which the position is responsible. About you Demonstrated senior level experience in business systems analysis within complex or regulated environments, including advanced skills in requirements analysis, process optimisation, and translating business needs into technical specifications. Proven capability leading or coordinating large scale digital transformation or system replacement projects, including data migration, user adoption strategies, and change management in multidisciplinary settings. High-level leadership skills with proven ability to work as part of a team, manage projects and change including managing ICT vendors or external development partners, prioritisation, time management, performance monitoring, contract management and quality assurance of deliverables. Highly developed analytical skills, with the ability to evaluate endtoend business processes, identify risks and dependencies, develop futurestate models, and provide strategic advice to senior leadership. Excellent communication, negotiation and stakeholder engagement skills, with experience facilitating workshops, leading consultation processes and conveying technical information clearly to diverse audiences. Strong understanding of government frameworks, including information management, privacy, procurement, governance, and compliance obligations relevant to the delivery of digital systems.
