About the National Film and Sound Archive The National Film and Sound Archive of Australia (NFSA) is Australia's audiovisual archive, telling the national story by collecting, preserving and sharing audiovisual media, the cultural experience platforms of our time. The collection itself dates back to 1935, making it one of the world's oldest audiovisual collections. It is also one of the country's most used cultural collections, with around 125 million views of collection content each year. The NFSA is in a period of significant change. Following increased Government investment, the institution is in a process of digital transformation, establishing the NFSA as Australia's most dynamic and valued cultural organisation. About the Team The Workforce and Culture (W&C) Team is a critical partner in the NFSA's transformation. The team delivers end-to-end Human Resources functions including workforce planning, payroll, learning and development, Work Health and Safety (WHS), wellbeing, recruitment, performance management, Industrial Relations, and HR reporting. We drive the strategic growth and culture of the NFSA. The Opportunity This role provides high-level technical advice and leads complex HR initiatives. Reporting to the Manager Workforce and Culture, the role requires a deep understanding of the APS employment framework. Advanced problem-solving skills and strategic thinking are required to deliver quality outcomes in a small, fast-paced team environment. This role often acts as a point of escalation and contributes significantly to policy development. "Please note: This recruitment process is intended to fill both current and future vacancies. The key duties of the position include Under limited direction, this position is responsible for delivering the following functions: Lead the development, implementation, and review of HR policies and procedures, ensuring alignment with current legislation, the NFSA Enterprise Agreement, and APS-wide best practices. Support the Manager Workforce and Culture in managing employee relations matters, including performance management and rehabilitation/return-to-work cases. Oversee end-to-end specialised recruitment, providing expert advice on selection strategies and ensuring merit-based outcomes. Lead business improvement projects for HR systems (e.g., Aurion), including the automation of workflows and the delivery of high-level workforce analytics and reporting. Provide expert consultancy to managers on workforce planning, organisational design, and change management. Provide guidance and quality assurance for the work within the Workforce and Culture team. Ensure HR compliance with the Public Service Act, Fair Work Act, and WHS legislation. Selection Criteria The successful candidate will demonstrate their capacity against the following: Extensive experience in a broad range of HR functions within an Australian Public Service (APS) context. Proven ability to research, analyse, and interpret complex legislation and policy to provide sound HR advice and solve problems. Highly developed verbal and written communication skills, including experience drafting briefs, reports, and agency-wide HR policies. Demonstrated ability to build and maintain productive relationships with diverse stakeholders and represent the HR function in various forums. Proven ability to lead projects and manage competing priorities effectively in a changing environement.
