Job Description Position Title: APS5/6 Grants and Procurement Project Officer Employment Type: Labour hire (Approx. 6 months with potential to extend) Location: Canberra Hourly Pay Rate: APS5: $57.50 - $61.44 per hour plus 12% superannuation APS6: $63.40 - $71.29 per hour plus 12% superannuation Security Clearance/Requirements: Must have a minimum Negative Vetting 1 clearance at time of application Working Arrangements: Onsite in Canberra with standard APS flexible work arrangements ABOUT THE ROLE We are seeking an experienced grants and procurement project officer to manage an end-to-end grant program focused on professional services in Southeast Asia, including program updates, grant rounds, assessment, contracting, monitoring, reporting and acquittal. In addition, the role involves planning, establishing, and managing procurement activities for the section, from procurement planning and market approaches to contract establishment and ongoing contract management, in line with Commonwealth procurement requirements. KEY RESPONSIBILITIES Grant Program Design: Develop and implement comprehensive grant programs, including frameworks, eligibility criteria, application processes, and assessment methodologies. Grant Contract Negotiation and Management: Negotiate grant agreements and manage obligations across the grant lifecycle. Grant Administration: Oversee financial tracking, milestone management, reporting, and compliance with grant terms and legislation. Milestone Tracking and Reporting: Monitor progress, manage risks, and prepare clear reports and briefings for stakeholders. Relationship Management: Build and maintain effective relationships with applicants, grantees, suppliers, and internal stakeholders. Procurement Planning and Delivery: Manage end-to-end procurement activities in accordance with Commonwealth Procurement Rules, including strategy development, market approaches, evaluation, and recommendations. Procurement Contract Management: Establish and manage procurement contracts, monitor supplier performance, and manage issues or variations. Evaluation and Continuous Improvement: Assess the effectiveness, compliance, and value for money of grant programs and procurement activities, identifying lessons learned and improvement opportunities. SKILLS AND EXPERIENCE Proven experience designing, implementing, and managing grant programs and procurements. Strong strategic thinking and problem-solving skills. Excellent relationship management and stakeholder engagement skills. Ability to manage multiple priorities and deliver outcomes within deadlines. High integrity and professionalism, consistent with APS values. ELIGIBILITY Australian citizenship.
