The role will focus on understanding current delegation processes, identifying future-state requirements, evaluating solution options, and preparing evidence‑based recommendations for decision‑making. This role does not include system build or implementation but will provide the foundational analysis required for subsequent phases. Key Responsibilities Analyse current‑state delegation practices, including position‑number models, acting arrangements, approval pathways and organisational dependencies. Identify, elicit and document business requirements and non‑functional requirements necessary for a scalable, auditable delegation management solution. Map current‑state and future‑state processes to support clarity, alignment and solution scope definition. Conduct a market scan of commercially available products , including intra‑ and inter‑jurisdictional comparisons of delegation solutions used across Australian government sectors. Prepare a comprehensive options analysis , outlining whole‑of‑government and agency‑based models. Assess cost, risk, security, compliance, scalability and maintainability considerations for each potential solution approach. Develop clear, evidence‑based recommendations aligned to NTG digital, security and governance frameworks. Facilitate workshops and engage with HR, Digital, Governance, ICT security and operational stakeholders. Identify project risks, dependencies and proposed mitigation strategies. Contribute to high‑level implementation considerations for future phases, without prescribing specific solution designs. Required Deliverables Business Requirements Documentation (BRD) or NTG‑equivalent documentation. Process maps for current‑state and future‑state delegation workflows. Market scan and comparison summary of commercial and jurisdictional options. Options analysis report with recommended approach. Risk and dependency register with mitigation strategies. High‑level implementation considerations suitable for executive review. Requirements Selection Criteria – Mandatory Current National Police Clearance and valid Australian working rights. Demonstrated experience as a Business Analyst delivering complex analysis in government or large‑enterprise environments. Proven ability to elicit, analyse and document business and non‑functional requirements. Experience assessing both bespoke and off‑the‑shelf enterprise solutions. Strong understanding of governance, audit, compliance and traceability requirements. Excellent written and verbal communication skills. Demonstrated ability to work collaboratively with diverse business, technical and governance stakeholders. Selection Criteria – Desirable Experience working with NT Government or another Australian government jurisdiction. Exposure to HR systems, workforce management, organisational hierarchy or delegation frameworks. Experience with approval, authorisation or governance‑based processes.
