The key duties of the position include The Role The EL 1 Privacy and Data Governance Manager role is to ensure both Defence and legislative privacy and security provisions in the use and management of Australian Defence Force (ADF) health data are upheld. This requires ongoing data governance and oversight management across Defence in both the use of major data platforms; and the collection, use and disclosure of sensitive health and personal information with other agencies/activities (including for example, DVA and CSC, and the management of data for research purposes). A sound understanding of the Australian Privacy Principles contained within the Privacy Act 1988 are required; and a sound knowledge and experience of how the Australian Privacy Principles can be applied to ICT platforms, and the appropriate use of data by platform users. A first priority includes oversight management of the implementation of the Health Knowledge Management System (HKMS) - PIA Action Plan, noting most requirements are expected to be completed within 12 months. Ongoing governance requirements will include privacy auditing, reporting, drafting future PIA, engaging internally and externally with health data uses, assisting in policy development, review and improve data use processes, and to undertake data breach investigation and remediation management processes. About our Team Defence's primary mission is to protect Australia and its national interests, promote security and stability in the world, and support the Australian community as directed by the Government. In that role, Joint Health Command provides health services to the Australian Defence Force (ADF) members to ensure they are fit and healthy, and can be medically identified as ready to be deployed for operations. To assist in that process, the Directorate of Health Information Systems (DHIS), Joint Health Command, ensures the Defence health system used by Defence clinicians accurately records ADF member/patient health care interactions, and provides reliable ADF personnel health preparedness information. Ensuring privacy provisions are met in managing the Defence health system is a key requirement. Broadly, DHIS provides health system availability, health business analysis, change management, workflow development and implementation, training support, and help desk services. DHIS helps enable the implementation and support of health policy and business requirements into the health ICT systems. DHIS is a relatively small team, that has a team culture of working to support each other, to ensure the Defence clinicians are able to provide the best health support to all ADF personnel. Our Ideal Candidate With your previous governance management experience you will have strong administration skills, excellent verbal communication and writing skills, and the ability to engage effectively with multiple stakeholders to achieve required outcomes. Our ideal candidate has the following background experience and knowledge: Experience working within an ICT environment where you have had responsibilities for privacy or security. Experience working within a privacy/data support team (possibly within a health service support environment). A sound understanding of the Australian Privacy Principles contained within the Privacy Act 1988. A knowledge and experience of how the Australian Privacy Principles can be applied to ICT platforms, and the appropriate use of data by platform users.
