About the Role The Australian Government is planning a future high speed rail network to connect Brisbane, Sydney, Canberra, Melbourne and regional communities across the east coast. As the Integrity and Ethics Officer for the Australian Government's High Speed Rail Authority, you'll be responsible for supporting the implementation and operationalising of the integrity framework, promoting transparency, accountability, integrity and ethical decision-making across the organisation. The key duties of the position include Your Impact Your expertise will assist in driving a culture of integrity and ethical decision making within the Authority by: Providing timely and independent advice on probity and ethics across procurement processes, grants management, recruitment activities, and other high-impact organisational decisions to ensure adherence to the APS Code of Conduct and Values. Embedding integrity frameworks and related policies into procurement planning, market engagement strategies, evaluation procedures, and negotiation processes in line with Commonwealth Procurement Rules (CPRs) and finance guidance. Leading efforts to identify, assess, record, and advise stakeholders on managing actual, potential, or perceived conflicts of interest for officials and advisors. Developing, reviewing, and integrating integrity policies that align with APS Codes, Values, and PGPA duties of officials to foster a culture of ethical conduct. Conduct thorough probity reviews on selected activities Preparing detailed briefings for Boards and Committees regarding integrity risks, implemented controls, incident learnings; advise on Code of Conduct matters including breach procedures when required. Ensuring confidential and sensitive information is handled appropriately in accordance with legislative requirements and agency policies. About You You're an experienced integrity and ethics professional with a strong understanding of best practice principles in a Commonwealth statutory Authority. You bring: Demonstrated understanding of APS Values and Code of Conduct requirements, including honesty, integrity, impartiality, accountability, respect, ethical conduct, commitment to service, and stewardship and how they inform day to day conduct and decision making. Demonstrated understanding of current Commonwealth Procurement Rules expectations Demonstrated ability to identify probity risks early and design practical, proportionate mitigations that align with CPRs and Finance probity guidance. Demonstrated ability to build relationships and influence outcomes. Experience in educating, challenging and gaining buy in while maintaining independence.
