About the Role: We are seeking a Safeguarding Consultant Lead for a Full-Time opportunity at location: Western Australia Divisional Headquarters, WA. Purpose of the Role: The role is responsible for leading the implementation of The Salvation Army’s Safety and Wellbeing of Children and Young People Framework and Policy within their division. This includes overseeing risk assessments, staff training, providing specialist advice, and developing, monitoring, and maintaining effective safeguarding practices and child safety compliance. The Safeguarding Consultant is responsible for managing, documenting, and reviewing all safeguarding cases within their division. This includes providing guidance and professional support in relation to new and ongoing matters involving concerning behaviours or allegations, ensuring that all cases are managed appropriately and in accordance with legislative, regulatory, and reporting requirements. Key Roles and Responsibilities: Case Management Provide specialist advice to Divisional Leaders, State Managers, Corps Officers, Centre Managers and others regarding risks to children and vulnerable people, including risk assessments, management of concerning behaviour, allegations of abuse and/or misconduct, and the development and review of Safety Management Plans. Ensure all case management notes and records of communication are documented, stored and managed appropriately. Provide monthly reports to the Senior Manager of Safeguarding with recommendations for managing reviewed cases. Undertake fact-finding as required for allegations related to concerning behaviour, misconduct and reportable conduct. Ensure all concerns related to reportable conduct are managed in line with the requirements for reporting. Training Train Officers, Employees and Volunteers in Safeguarding Development Modules across the Division, including social programs as required. Support implementation of the Safeguarding Action Plan for all roles required to undertake training across the Division. Provide expert safeguarding advice to Officers, Employees and Volunteers. Safeguarding Assurance Support local leaders to regularly review their safeguarding practices, identify gaps and develop continuous improvement plans to ensure compliance with the National Child Safe Principles. Report regularly on safeguarding assessment findings and continuous improvement plans to management, including Divisional Leaders and Safeguarding Operations. Provide guidance and support to personnel in the planning and delivery of safe programs and activities for children and young people. Provide advice to Divisional Leaders, Area Officers, Corps Officers, Employees and Volunteers on improving safety for children, young people and vulnerable people. Provide advice on the management of concerns, complaints, reportable conduct and safeguarding management plans for Persons of Interest. Provide guidance and support to personnel regarding mandatory reporting obligations for children and young people at risk, including reporting to relevant authorities. Team Support Participate in team activities, attend meetings, and demonstrate a supportive approach to colleagues which contributes to their overall development, wellbeing, and team effectiveness. Actively participate and regularly attend Case Management Meetings. Education and Qualifications Required: Degree qualification in Psychology, Social Work, Criminology, Social Sciences, or similar social work, or similar Ability to handle confidential information in a confidential, sensitive, and professional Solid level of computer literacy in MS Office. Soft Skills Required: Proven ability to build and sustain positive working relationships while managing complex and sensitive matters. Previous experience in assessing safeguarding risks. Ability to prioritise tasks and manage time effectively in handling competing deadlines. Problem solving involving complex situations and managing conflict. Requirements of the role: This role will require flexible hours including periodic on call for weekends and public holidays, weekend and after hours work for training where training groups are not available during weekday work hours (e.g. Volunteers and Ministry Leaders), and regular travel throughout the Division where the role is based.
