THE ROLE The PMF Development Lead exists within the Portfolio Management Office unit to establish a consistent, structured and governed approach to the overall Homes Victoria project management function. As delivery activity scales and evolves, the role provides clarity around expectations, standards and supporting processes to ensure PMF considerations are applied in a deliberate and repeatable way. The role is responsible for shaping the overarching PMF operating model, including the frameworks, artefacts and procedures that support discovery, validation and decision-making. By embedding these elements into existing delivery and investment lifecycles, the PMF Development Lead enables greater consistency, transparency and confidence across initiatives. A core focus of the role is stakeholder engagement. Working closely with project management and delivery leaders through governance workshops, the PMF Development Lead ensures alignment on PMF requirements and supports practical adoption across teams. The role also plays a key part in uplifting Homes Victoria's project management maturity by providing guidance, enablement and continuous improvement of PMF practices. Through strong governance, clear standards and effective engagement, the PMF Development Lead supports improved decision quality, reduced delivery risk and a more disciplined approach to project and program delivery. ACCOUNTABILITIES INCLUDE The PMF Development Lead is responsible for establishing and maintaining Homes Victoria's PMF operating model, providing a clear structure for how PMF principles are applied across initiatives: Define, document and maintain Homes Victoria's PMF operating model, including frameworks, principles and standards that guide PMF application across initiatives Ensure frameworks are practical, fit-for-purpose and aligned to delivery, project and investment lifecycles Regularly review and refine the operating model to incorporate lessons learned and stakeholder feedback Communicate updates clearly to stakeholders and delivery teams to support consistent understanding and adoption Creating, maintaining and governing a comprehensive suite of PMF artefacts, templates and guidance materials, ensuring they are practical, consistently applied and aligned to Homes Victoria standards. * Provide ongoing support to teams in completing artefacts correctly, regularly review and refine documentation to ensure relevance and usefulness and ensure that artefacts support effective decision-making and reduce delivery risk.
