About the opportunity CASA is looking to recruit, Aviation Safety Inspectors ( ASR1 ) or ( ASR2 ) for the Air Navigation, Transformation and Risk Division. The role will sit within a team of inspectors who work collaboratively to deliver on CASA's strategic operational priorities. The Aviation Safety Inspectors, working as Air Traffic Services Inspector ( ASR1 ) and Senior Air Traffic Services Inspector ( ASR2 ) are challenging roles where successful applications will have the opportunity to guide and influence the provision of Air Traffic Services ensuring Airspace Safety. This role will be working within the Air Navigation Services Team as apart of the Air Navigation Airspace and Aerodromes Branch, reporting to the Team Leader, Air Navigation Services. These roles will be specialising in Parts 172, 65 and 143 of the CASR. The CASA Air Traffic Services Inspector ( ASR1 ) performs routine tasks working under direct guidance from management, a National Manager, and more experienced colleagues who provide additional support. The role sits within a team of inspectors and other related staff to deliver on and complete complex regulatory services tasks that deliver on CASA's strategic operational priorities and work plans. The Senior Air Traffic Services Inspector ( ASR2 ) performs routine to complex tasks working under limited guidance from management, a National Manager, and more experienced colleagues who provide additional support. The role sits within a team of inspectors and other related staff to deliver on and complete complex regulatory services tasks that deliver on CASA's strategic operational priorities and work plans. The Air Traffic Services Inspector roles are responsible for the following activities and deliverables, which represent an ongoing body of work: Exercise decision making and provide professional regulatory recommendations on a range of routine tasks in compliance with applicable legislation, standards, policy, and guidance material, CASA's Corporate Plan, policies, practices and standards, and in accordance with CASA's Regulatory Philosophy and assigned delegations. Work collaboratively with colleagues, by providing detailed, timely and constructive input, sharing knowledge and managing performance in accordance with CASA's Values, policies and practices. Actively contribute to work programs that deliver the various elements of CASA's strategies and priorities including but not limited to entry control, ongoing surveillance, regulatory service tasks and where required enforcement of authorisation holders as described above. Monitoring and assessing risk and compliance through several activities for both operational and project oversight, which include but are not limited to audits, observations, review of documentation, etc. Planning, and conducting such activities, including the preparation and follow up of cost recovery instructions. Work professionally with regulated entities, government departments, the aviation sector and the public when completing regulatory tasks, drawing on expertise to provide advice and technical guidance. Conduct Surveillance activities as both Lead Auditor and team member in accordance with CASA Surveillance Manual. Assess applications for approvals and/or exemptions as permitted under the CASR. Conduct oversight of Airservices Australia's introduction of new services and/or systems in accordance with CASA's regulatory principles. Assess and Review the management of safety by Airservices Australia Ongoing Intelligence gathering and review in support of regulatory oversight for Parts 65, 143 and 172 of the CASA. Assess and analyse industry information, engage with stakeholders, monitor other external influences, and investigate potential scenarios to develop compliance strategies and mitigate emerging or actual risks. Ability to exercise initiative, analysis, problem solving, judgement, and decision-making and apply technical knowledge on routine matters, and/or unusual matters where standards, policies and procedures may not always cover the circumstances. Negotiation, facilitation, influencing and communication skills (written and verbal), to manage disparate views amongst stakeholders, including at a senior level. Ability to assess emerging issues and trends which may impact on the achievement of outcomes, including developing work plans, allocating work and monitoring progress and outcomes. Demonstrated ability to actively engage in effective stakeholder management, including with regulated entities, on sensitive issues requiring conflict resolution within constrained time limits. A proven ability to seek out diverse perspectives to identify opportunities and improvements. In-depth understanding of aviation industry, civil aviation legislation, and relevant national and international aviation standards. In addition to the above the ASR2 role must demonstrate the following: Well-developed negotiation, facilitation, influencing and communication skills (written and verbal), to manage disparate views amongst stakeholders, including at a senior level. Experience in coaching colleagues in the completion of discreet work tasks to deliver outcomes or initiatives in complex environments, with the ability to assess emerging issues and trends which may impact on the achievement of outcomes, including developing work plans, allocating work and monitoring progress and outcomes. Ability to work independently under direct guidance from CASA in accordance with established regulatory practices, operational needs, procedures, and assigned delegations.
