About the role: To provide technical support to the Road Maintenance section in the delivery of proactive maintenance of roads and drainage assets and other road maintenance services. Lead a small team of road inspectors, techncial officers and junior engineers in collecting appropriate data to develop works programs, document and develop road maintenance practices, processes and methodologies and encourage ongoing business improvement. Responsibilities include but not limited too: Program Development – Develop works programs for key work activities applying sustainable road and drainage asset management principles. Asset Management – Development of maintenance guidelines inclusive of intervention and service levels, and work processes in alignment of achieving Council’s mission to delivery value for money service delivery proposition. Disaster Management – Ensuring the currency of the branch disaster management manual and coordination of data collection, development of submissions, Works Management etc Project Management – Application of current project management processes and principles in the delivery of the Section’s projects. Delivery of projects will include the utilisation of organisational documents and the skills required to investigate, scope, plan, deliver and close out projects as required. Responsibility may require supervision, oversight or hand over to another area of the Section. Contract Management - Perform contract administration functions in accordance with developed methodologies. Contribute to the development and evaluation of tenders, including the improvement of specifications, Key Performance Indicators (KPIs), document review, and the identification of risks and risk mitigation measures. Technical Support – Support delivery teams as a first response to resolve technical issues with Council supplied mobile device hardware and software. Support may require coaching and training of staff either individually or as a group. Field based tablets run Microsoft products, the Section’s defect management program, Council’s customer service program and mapping. Geographical Information Systems (GIS) / Mapping - Undertake Geographical Information System (GIS) mapping /data manipulation and management, including data transition between MS Excel and GIS, to provide information support to the Branch for planning and investigations purposes. Develop, monitor and update Council's GIS mapping layers, including updating procedures for the management of GIS information produced and utilised by the Branch. To be successful you will have the following: Bachelor’s Degree in Engineering or Associate Diploma of Engineering with substantial experience from an Australian university or equivalent overseas qualification. Experience must be reflective of the skills and abilities required for this position. Registration as a Professional Engineer Queensland (RPEQ) or ability to obtain registration within a 12 month period is required to be appointed and progress through Level 7 of the Award. Extensive high level interpersonal and communication skills to build and maintain positive working relationships, negotiate and influence, resolve conflict and to provide advice and recommendations to internal and external stakeholders. Substantial experience in financial management and analysis. Experience utilising office software / computer systems that support the delivery of construction and maintenance activities and projects, including financial and records management systems, estimating packages and GIS. Utilise high level of discipline knowledge and detailed knowledge of statutory requirements Ability to develop innovative and cost effective maintenance solutions to meet the needs of a growing City. Demonstrated leadership and management of staff, including the ability to interpret and apply the provisions contained in Awards and Agreements. Demonstrated experience, at a senior level within the civil construction or maintenance industry, ideally within roads and drainage.
