About the Role An exciting opportunity exists to join the VECRA in the Governance and Corporate Support Branch as Senior Financial Administrator within the Corporate Services Unit. The purpose of this role is to develop and provide financial accounting, budgeting and payment processing support for VECRA from scratch. The Senior Financial Administrator is responsible for preparation monthly financial performance reporting, writing finance policies and procures, general ledger reconciliations and will be a key team player in annual financial reporting, compliance activities, budget management and business advisory. Staff management responsibilities for a small sub-team Lead the development and preparation of monthly management reporting and end of year processes to Executive Management, including preparation of journals, branch reporting, divisional reporting, financial review and variance analysis and reconciliations across both actuals and budget. Prepare annual financial statements reporting and compliance requirements, as part of a small team Manage the development of divisional and branch level budgets and maintain budget management tools, systems and reporting arrangements Assist in the establishment of VECRA finance policies – accounts receivable, accounts payables, banking, purchasing cards, as required Establish and prepare compliance reporting processes – Payroll tax, WorkCover, FBT and BAS (GST) returns. Assist with collation of materials for interim and year end External Audit (Victorian Auditor-General Office) requests, ensuring they are easy to follow, complete and accurate Support financial compliance arrangements Conduct financial analysis and provide advice, as required, to support decisions Manage and support the procurement requirements by providing specialist advice on operational planning and execution for procurement activities across the divisions. Drive continuous improvement to uplift the quality of all financial processes and outputs in line with accounting standards, best practice and audit advice About the Branch The Governance & Corporate Support Branch provides VECRA with essential corporate, governance and business support services. The Branch oversees risk management, performance reporting, finance, human resources, business planning, Freedom of Information, and key compliance projects. It maintains VECRA's governance frameworks, ensures legislative and regulatory obligations are met, and supports organisational capability, workforce planning and culture. About the Victorian Early Childhood Regulatory Authority (VECRA) The Victorian Early Childhood Regulatory Authority (VECRA) is the statutory authority responsible for regulating early childhood education and care services in Victoria. VECRA works to ensure the safety, wellbeing and development of children through effective regulation, compliance, quality assessment and continuous improvement across the early childhood sector. VECRA plays a critical system management role, providing guidance, oversight and assurance to the sector while supporting high-quality early childhood education outcomes for Victorian children and families. Attributes Experience in preparation of financial statements within state government and other statutory financial reporting requirements Experience in workflow planning, budgeting, KPI tracking, financial statement analysis, cashflow monitoring and financial reporting, this will help you hit the ground running. Proven ability to plan and prioritise effectively, showing initiative and capacity to collaborate across different teams High level of integrity and accountability, including respect for your colleagues and your work Ability to identify and propose workable solutions to problems Have an open mind to system improvements, Oracle financials or similar finance systems Have a flexible attitude as roles and responsibilities will be fluid during this start-up phase Desirable Qualifications and Experience Essential: CPA Australia or CA qualified and current member Essential: Bachelor's degree Finance – Such as Accounting/Commerce/Business Essential: Other: Working with Children check (or quickly obtain) Essential: Financial compliance and reporting experience within Victorian State government Essential: Advanced knowledge and application of business tools within a finance context, particularly with the use of Microsoft Excel including pivot tables, advance formulas and handling large volume of data sets Essential: Demonstrated experience with Oracle Cloud, Axiom or other financial reporting/enterprise resource planning software Desirable: Experience with financial operations (accounts receivable, accounts payable and cash management) Desirable: Bachelor's degree an analytical field, Mathematics, IT, Engineering or Science Further Information For more details regarding this position please see attached position description for the capabilities to address in application.
