The objective of the Head of the Programs is to ensure the successful delivery of SEDA projects delivering on time and within budget and meeting customer requirements. Reporting to the Chief Executive Officer this role will lead the program management, systems engineering and specialist engineering functions including R&D within the business. RESPONSIBILITIES AND DUTIES: - Represent the Programs Department on the Senior Management Team - Contribute the Program Department input to the development and delivery of the SEDA Strategic, Mid Term and Short Term Plans - Develop and manage the Programs Department operational plan in support of the strategic plan including financial, program, technical, infrastructure and tools to meet revenue and gross margin objectives - Develop and maintain Programs Department performance reporting practices - Develop and implement Programs Department processes, procedures and work instructions - Lead and manage the WHS and Environmental practices within the Programs Department - Support internal and external process audits - Manage the cost effective delivery of the programs under management including planning, reporting, risk and issue management across the portfolio of programs - Manage the programs team including allocation to programs, performance management, professional development and support to individuals within the department. - Assign project team members and other resources to ensure project requirements are met. This includes but not limited to : o Program Management o Systems Engineering (hardware and software) o ILS and other specialist engineering functions o Scheduling and reporting o Infrastructure, tools and products o Undertaking make/buy decisions as necessary - Build and maintain internal e.g. SED and external customer and supplier relationships - Provide support to the Sales & Marketing team including; o Provision of agreed resources to support the bid o Working with internal SEDA teams, SED and other suppliers to define scope, schedule, risks and costs for bids o Support contract negotiations - Develop and implement near term, mid-term and long term technology plans for infrastructure, tools and SEDA products - And any other duties as defined by SEDA management. Candidate skills & requirements MINIMUM QUALIFICATION / EXPERIENCE - Significant experience in Program Management - Demonstrated recent experience at the Project Director level of a complex portfolio of programs or projects - Defence industry business related experience in Australia and/or New Zealand - Experience dealing with Prime contractors as a supplier, growing accounts and having productive commercial relationships - Demonstrated experience leading and managing a business team - Tertiary qualification in Project Management or Engineering - Demonstrated experience in a complex and regulated delivery environment (program and technical) - Demonstrated history of developing and maintaining good working relationships with customers and suppliers, preferably in the defence sector - Working knowledge of how to review engineering and project management CDRL deliverables SEDA must produce and perform quality control/assurance reviews of the deliverables. - Able to develop WBS and create estimates for engineering programs of work (3 point estimates, bottom-up estimates, top-down estimates.
