Candidates with a current Defence Intelligence Agency recognised Organisational Suitability Assessment (OSA) are highly preferred. Other Requirements Candidates must be willing to undergo ASD’s Organisational Suitability Assessment (OSA) prior to engagement. Working Arrangements The successful candidate will be required to work 5 days a week, for a maximum of 40 hours per week unless agreed with manager/supervisor. The candidate may negotiate flexible working arrangements with their supervisor. There is no to minimum travel associ ated with this role. The commencement date is dependent on the successful candidate having a successful outcome to the OSA and recruitment lead time. The estimated commencement date listed in the RFQ is dependent on the time it takes for the OSA outcome and lead time, which is approximately 3 months, depending on section requirements. Information on ASD’s Organisational Suitability Assessment (OSA): An OSA is an ASD policy requirement for contractors who will be engaged for a period in excess of 12 months and are conducted to determine a person’s suitability to work in ASD. The OSA requ ires a psychological assessment, which involves a questionnaire and an interview. JOB DETAILS The Project Officer (PO) is accountable under general direction to provide effective administration to an ICT Program. The PO will assist in managing activities and processes relating to program reporting, project - specific and general administration, project procurement, project finance and asset documentation. The successful candidate will be required to work cohesively and communicate effectively with other project team staff and stakeholder groups. KEY DUTIES AND RESPONSIBILITIES The Project Officer (PO) role will deliver innovative capabilities to Defence through a variety of different programs and projects. To facilitate this, ASD requires an APS5 equivalent PO to oversee projects under limited direction. The PO will be a highly organised, dynamic, outcome orientated individual with excellent communication skills who is confident to break down large projects into discrete work packages from concept to delivery, for a diverse range of customers. The PO is responsible for supporting the delivery of projects, including defining the scope and requirements, developing plans and schedules, overseeing and planning resource allocation and work packages, managing risks and issues and communicating formally and informally on the project’s progress. ASD seeks a PO who can think critically and utilise their excellent problem solving skills, as well as undertake negotiations, delegate effectively, and make timely decisions. 1. Provide effective general administrative support including program reporting, management of project record keeping requirements and systems; secretariat support for project meetings and forums; development of agreements, briefs, minutes and other communications. 2. Assists with the development and successful completion of procurement submissions and supporting documentation in accordance with Commonwealth legislation, and Commonwealth and agency procurement guidelines and procedures. 3. Responsible for effective project administration support including schedule maintenance, risks and issues tracking, financial administration and resource management. 4. Assists all project areas with their financial tasking. Contributes to financial planning and budgeting. Collates required financial data and reports for analysis and facilitate decision - making. 5. Deliver effective contract management support including contract variations, the receipt and review of contract deliverables and the administration of contract closures. 6. Using existing tools and processes provide configuration control over project configuration items and assets including processing of assets transfers.
