About the Department The Department of Education provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres. About the division The Quality Assessment and Regulation Division (QARD) is the Victorian Regulatory Authority for early childhood education and care (ECEC) and school age care services. The division applies risk-based approaches to the licencing and regulation more than 5,000 education and care services across Victoria ensuring children attending services are safe from harm and receive high quality education and care. The Regulatory Authority is responsible for: Licensing early childhood service premises Assessing and rating the quality of education and care services Monitoring and enforcing compliance with legislative requirements Investigating incidents and complaints The Regulatory Strategy, Services and Compliance Branch (RSSC) is responsible for providing expert technical regulatory advice, strategic direction and leadership on a broad range of regulatory issues. It comprises three business units: Service Administration and Support – licenses and approves ECEC service providers and service premises including undertaking assessments of fitness and propriety. It also administers existing service licences and provides a first point of contact for regulatory enquiries. Monitoring and Compliance – leads and provides advice on serious non-compliance and enforcement matters, provides advice on strategic compliance, supports development of operational policy, and promotes the implementation of best regulatory practice. It is also responsible for engagement with and information sharing with co-regulators. Joint Compliance and Monitoring Program – undertakes targeted risk-based compliance projects and investigations, and collaborates with co-regulators on joint compliance and investigation activities. About the role The successful position is expected to be highly proficient in the interrogation and manipulation of large complex datasets to identify and report on emerging risks. They will undertake range of duties including: Undertaking risk analysis to identify and inform responses to regulatory risks and harms Supply business intelligence reports including identifying trends, patterns and forecasting Identifying sources of risk intelligence and developing models and tools to support risk-based regulation Assists in the development of business systems and processes Conduct compliance audits and report findings Guide and support business unit's implementation risk-based regulation Assists in the oversight and reporting of regulatory compliance activities Prepare and present high quality analysis reports to inform decision makers Provide timely responses to ad hoc data requests Attributes Strong conceptual, analytical and problem-solving capability Highly proficient with information management systems and technology including analytical tools Ability to effectively engage with internal and external stakeholders Innovative and agile Desirable Qualifications and Experience Desirable: Relevant tertiary qualification in information management technology, mathematics, statistics or equivalent. Previous experience working in a regulatory environment would be highly regarded. Essential: A valid Working with Children's Check.
