Programme Director/ Senior Manager Airport Planning, Commercial & Facilitation Role Overview The BARA Programme Director / Senior Manager – Airport Planning and Facilitation is responsible for leading industry engagement and strategic initiatives across aeronautical policy, airport planning, ground operations, and regulatory facilitation. This role serves as the primary interface between airline operators and key airport, regulatory, and government stakeholders to support efficient, sustainable, safe, and passenger-focused airport operations. The position provides technical, regulatory, and commercial leadership to advance airline members strategic priorities and secure improved aviation system performance and outcomes. Regulatory Affairs & Industry Representation Act as the primary BARA Airline Operators Committee (AOC) industry interface for all AU airports to monitor and contribute to emerging cross-industry issues, such as: Airport ground service equipment (GSE) electrification and infrastructure transition Ground handling agent (GHA) contracting for airport-level PRM (Passengers with Reduced Mobility) services Seamless border activation initiatives Baggage Reconciliation System (BRS) and baggage-related facilitation reforms Airport sustainability and decarbonisation programs Cargo related aviation and airport services coordination Monitor, analyse, and interpret aviation policy, regulations, standards, and legislation Australian Airports Association (AAA) facilitation coordination Lead the preparation of position papers, submissions, and policy advocacy materials Provide expert technical guidance on airport charging frameworks, slot allocation, operational compliance, and regulatory settings Convene and lead relevant technical working groups and committees to secure aligned industry positions and outcomes Data Analysis, Research & Commercial Evaluation Provide insight, governance and commercial analysis to support supplier negotiations: - Provide commercial analysis & modelling to support member engagement and collective negotiations Coordinate industry data collection programs, ensuring accuracy, integrity, and appropriate governance Undertake economic analysis and impact assessments to inform policy positions and advocacy Conduct benchmarking and performance monitoring across airports, service providers, and regulatory frameworks Provide evidence-based analysis to support strategic policy positions, submissions, and negotiations Key Deliverables Industry-endorsed advocacy submissions and technical guidance material Analytical reports, commercial assessments, and benchmarking outputs Secretariat support to Executive Director and leadership of technical committees & working groups Lead stakeholder engagement programs and structured consultation processes Skills & Competencies Strong knowledge of aviation policy, airport operations, and regulatory frameworks Advanced analytical, commercial evaluation, and numerical scenario modelling capability Strong stakeholder engagement and negotiation skills Excellent written and verbal communication skills, including formal policy drafting Ability to coordinate cross-functional industry initiatives and technical groups Qualifications & Experience Relevant tertiary degree (e.g., aviation, business, operations, engineering) preferred Experience in aviation operations essential Experience in aviation policy, airport planning, or industry representation preferred Demonstrated technical understanding of airport facilitation, aeronautical charging, and operational policy settings Proven track record in delivering improved operational and commercial outcomes Reporting BARA Executive Director; BARA Committee members Location BARA Sydney (CBD) offices Domestic & international travel as required Remuneration Competitive salary aligned with senior policy/industry program leadership roles.
