About us The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. Division The Infrastructure Division's primary focus is providing advice and project assurance to Government on the State's capital investments. This includes providing integrated policy, financial, commercial and technical advice on infrastructure project delivery throughout all phases of development and implementation. The Division has four groups that provide: frameworks, guidance and policy advice to government on infrastructure planning, investment prioritisation and budgeting; policy frameworks, advice and project assurance on procurement, commercial contracting and delivery; reforms and strategic improvements to manage whole of government pipeline risks and opportunities; and data and analytics on the capital program and strategic research across the sector. About the role The position reports to the Director, Strategic Improvements, and will lead a team of three people that contribute to the successful delivery of the initiatives related to the Government's infrastructure investment program. Day to day work in this role involves managing team members and collaborating with colleagues across DTF and the VPS. It involves applying analytical reasoning to a range of diverse policy issues and problems and communicating this clearly both orally and in writing. The ability to manage the production of good quality, accurate written materials for Ministers and executives, often within short timeframes, is essential. Key accountabilities Lead the development of evidence based, creative, innovative and practical solutions to improve the delivery of major infrastructure projects. Lead research and analysis, prepare project briefs, reports, policies and other documents that are designed to identify and develop reforms to support more efficient infrastructure project delivery. Identify emerging issues and solutions that impact on the public infrastructure operating environment, including reform opportunities that support value for money project delivery. Develop and maintain effective relationships with internal and external stakeholders facilitate the achievement of outcomes. This includes representation at, and coordination of forums across government. Actively contribute to the development and enhancement of a high-performance and collaborative culture in the Infrastructure Strategy and Project Advisory Group, and wider organisation. This includes modelling the Infrastructure Division's values, nurturing the team's development and contributing to cross-functional initiatives. Experience and qualifications A relevant qualification (e.g. Public Policy, Planning, Commerce, Law, Arts, Economics, Organisational Development, Engineering, Project Management). Experience in policy development, strategic reform and/ or asset management, would be desirable.
