The Opportunity This is an opportunity to step into a leadership role overseeing the agency’s corporate procurement function. You’ll provide advice, ensure compliance with the Commonwealth Procurement Framework, and shape procurement policy and practice across the agency. With a broad advisory focus rather than a high-volume delivery workload, this position offers the chance to lead strategically while maintaining a sustainable, balanced pace. You’ll manage a small, capable team and partner closely with internal stakeholders to drive procurement excellence, enhance systems and processes, and ensure best-practice reporting and governance. The Role Reporting to the Director, Financial Management and Procurement, you will advise on the agency’s corporate procurement activities across the full lifecycle – from planning and market approach through to evaluation, negotiation, contracting, and variation management. Key responsibilities include: Providing accurate and timely advice on procurement policy, legislation, and compliance across a range of procurement activities Preparing and reviewing procurement and contract documentation, including corporate briefs, contracts, and variations Overseeing statutory and annual reporting obligations, including Senate Order, Annual Report, IPP, and AusTender reporting Developing and maintaining templates, procedures, and guidance materials Leading system and process improvement initiatives within the procurement function Managing a small team of APS6 officers responsible for operational procurement and reporting (based in Canberra and Brisbane) Representing the section at internal and external meetings and contributing to agency-wide initiatives Procurements are primarily non-ICT, typically in the $10–500k range, with occasional larger and more complex contracts. The Ideal Person You are a capable, confident procurement leader with deep knowledge of the Commonwealth Procurement Framework and experience guiding others through it. You thrive in environments where you can influence, educate, and advise, not just execute. You will bring: Proven experience leading a procurement team within the APS or a government setting Expertise across the end-to-end procurement lifecycle, including policy interpretation, planning, evaluation, and contract management Strong communication skills and the ability to produce clear, persuasive written advice The confidence to work with senior executives and maintain effective stakeholder relationships A calm, pragmatic approach — someone who can deliver under pressure without losing their sense of humour Baseline clearance (or the ability to obtain one) Salary / Rate $121k - $133k 15.4% Super APS EL1 level open to Section 26 transfer or Non-Ongoing (12 months).
