Reporting into the Executive Director City Futures, this pivotal executive role will be responsible for ensuring that the council's infrastructure and capital investment programs are delivered effectively, sustainably, and in alignment with our long-term strategic priorities. You will ensure our Project Management Office (PMO) drives best-practice delivery standards, risk management, and continuous improvement across all projects, from concept and design to construction and handover. Working in partnership with the Executive Leadership Team, you will translate strategic objectives into actionable programs, embedding a culture of accountability, innovation, and excellence in project delivery. The Successful Candidate will: Provide strategic leadership and governance across the Project Management Office, capital works, and project delivery functions. Oversee planning and execution of council's multi-year capital program, ensuring projects are delivered on time, on budget, and to specification. Develop and embed a consistent project management framework that promotes transparency, performance, and continuous improvement. Lead portfolio prioritisation and resource allocation aligned with council's strategic plan and financial sustainability objectives. Drive innovation and value through smart procurement, risk management, and data-driven decision-making. Foster strong partnerships with internal stakeholders, contractors, and external agencies to achieve integrated infrastructure outcomes. Provide high-level advice to the CEO, Mayor, and Councillors on project performance, delivery risks, and investment priorities. About You : You are an experienced and strategic infrastructure leader with a strong record of managing complex capital programs, project delivery and project management. You combine technical and commercial expertise with the ability to inspire teams and drive accountability across large-scale project portfolios. Key skills and attributes include: Proven executive-level experience in infrastructure planning, project delivery, or PMO leadership. Demonstrated success in managing complex capital programs and multi-disciplinary project teams. Expertise in governance, performance reporting, and continuous improvement frameworks. Strong financial, risk, and contract management capabilities. Exceptional communication and stakeholder engagement skills, with political and commercial acumen. Tertiary qualifications in engineering, and ongoing registration in accordance with the Professional Engineers Registration Act 2019 (VIC).
