About the Branch The branch administers the National Greenhouse and Energy Reporting scheme, the Safeguard Mechanism and will administer the Product Guarantee of Origin scheme when it commences in the second half of 2025. It supports the growth of a deep and liquid carbon market through the management of the Australian National Registry of Emissions Units (ANREU) and development of the Unit and Certificate Registry. The branch aims to: ensure the efficient and effective administration of our schemes while working collaboratively across the agency to maximise the benefits of the new structure implement continuous improvements to our guidance, advice, information and systems and processes to reduce regulatory burden and administrative cost ensure compliance with scheme requirements by taking a risk-based approach to: encouraging voluntary compliance, and strengthening our response to non-compliance. ensure greenhouse and energy data is accurate and accessible and meets data users' needs build and maintain an agile, capable, engaged and accountable workforce. The branch is comprised of 5 sections, each with their own section business plans that demonstrate how they will contribute to divisional and branch priorities: National Greenhouse and Energy Reporting Obligation Management National Greenhouse and Energy Reporting Report Assessment and Publication Safeguard Mechanism Unit and Certificate Registry Product Guarantee of Origin. About the Section The Unit & Certificate Registry section supports the development and administration of the agency's new Unit and Certificate Registry. It achieves this through ensuring system design meets business, legislative and market requirements, administering accounts, providing user support, maintaining system integrity through effective risk management, and managing internal and external registry reporting obligations. The key duties of the position include Lead a small team to ensure the effective administration of the CER's Unit and Certificate Registry in support of the CER's schemes, including the Safeguard Mechanism, ACCU Scheme, Guarantee of Origin Scheme and Nature Repair Market Support the progressive onboarding of unit and certificate types in the Registry by providing subject matter expertise into system design, development and testing, and the development and implementation of stand operating procedures and work instructions Lead the preparation of complex briefing material and analytical reports related to the Unit and Certificate Register Undertake compliance monitoring activities and recommend appropriate regulatory responses Oversee the maintenance of internal data dashboards and data tools and processes for the continuous monitoring of operational trends and risks to system and market integrity Develop and maintain internal and external relationships, lead the preparation and publication of registry guidance material, respond to external enquiries, and provide technical support to internal and external users of the registry Provide advice, including interpreting and, policy and procedures to complex situations Demonstrate an ability to evaluate and analyse complex information and data, apply legislation, research skills, effective decision-making skills and the ability to solve problems. Qualifications/Experience Qualifications in law, economics, IT or data disciplines, or experience in a customer service or a regulatory environment, are highly desirable.
