About the Division The Department of Education is the Victorian Regulatory Authority for early childhood education and care (ECEC) services under delegation from the Secretary. The Quality Assessment and Regulation Division (QARD) in the department regulates and quality assesses Victorian ECEC services. It drives the delivery of high-quality services and ensures the safety, health and wellbeing of Victorian children attending those services. QARD regulates approximately 5,000 services including family day care, outside school hours care, long day care and kindergarten programs, as required by the Education and Care Services National Law 2010 (National Law). QARD also regulates services operating under the Victorian Children's Services Act 1996 (Children's Services Act); these include occasional care and limited hours services. QARD is responsible for:  approving providers and services as required by the National Law and Children's Services Act  monitoring service compliance and conducting investigations in response to notifications and complaints  assessment and rating of family day care, outside school hours care, long day care and kindergarten programs against the National Quality Standard for Early Childhood Education and School Age Care  supporting legislative policy development. QARD is also the integrated sector regulator of the Child Safe Standards for all early childhood services in Victoria. Further information about QARD is available at: www.vic.gov.au/role-quality-assessment-and-regulation-division About the roles An exciting opportunity is available for highly motivated individuals with strong attention to detail and a passion for meaningful work to support the area-based teams in QARD as a Compliance Officer. Supported by a detailed training program, the Area Manager and other senior colleagues, the key accountabilities of the Compliance Officers will include:  providing administrative support to the area/region, assisting with report writing, and undertake other administrative and regulatory activities as required by the Area or Regional Manager, to assist the team.  conducting compliance service visits in a range of education and care services settings including outside school hours care, occasional care services, long day care and kindergarten programs to make assessments against the National Law and associated regulations (or the Victorian Law and Regulations where relevant)  supporting senior and experienced authorised officers to undertake regulatory visits (as directed)  assessing complaint and incident notifications received from a range of stakeholders, including but not limited to parents, community members, educators and approved providers and services and follow a systematic and consistent practice approach in the management of notifications, including triaging to relevant business areas  preparing compliance documentation, including correspondence letters, observation notes, compliance reports and any other notable incidents that occur during compliance service visits  attending and actively participating in team meetings as required  communicating with a range of internal and external stakeholders, including to share information  ensuring the quality of data through data input and data maintenance into the National Quality Agenda IT System The roles involve travel across regional and metropolitan areas. Typical work arrangements involve a balance of working offsite independently while visiting ECEC services, with time in an office environment working as part of a bigger inclusive team. The roles may at times include planned overnight stays. Each of these positions are each located across five QARD areas in Western Victoria:  Western Metropolitan Area (Footscray)  Grampians (Ballarat)  Barwon South-West (Belmont)  Northern Metropolitan Area (Coburg)  Loddon Mallee (Bendigo) Applicants are required to confirm the location/s applied for and respond to the pre-screening question during the application process. The successful applicants will be required to work a minimum of three days per week from a Department of Education office. Attributes To be successful in this role, you will have:  strong planning and organising skills, including the ability to use systems and processes to manage work priorities and meet timelines  strong critical thinking and problem solving skills, including experience with data entry and management, and an ability to identify and implement process improvements  sound judgement and an ability to make decisions on low-risk matters  strong interpersonal skills and the ability to engage with a range of internal and external stakeholders, including ECEC services and families  the ability to communicate clearly, accurately and professionally both verbally and in writing  demonstrated strong general administrative skills, advanced computer skills and the ability to follow business rules and guidelines, including when sharing sensitive information  a proven ability to work collaboratively with others to build productive and respectful relationships with stakeholders and team members * an understanding of the Regulatory Authority's work, including the duties of Authorised Officers (or the ability to quickly acquire an understanding). While you will ideally have experience in administration, compliance, investigations or working in an early learning environment. Qualifications and Experience Desirable: Relevant qualifications in compliance, regulation, business administration, early childhood education or similar. Essential: Successful applicants will be required to hold a valid Victorian Working with Children's Check and Victorian driver's licence.
