Your contribution The purpose of this position is to work in partnership with the Placement Service Unit, Investment Planning and Partnership Unit, Business Services teams, Child Safety Service Centres and non-government residential, kinship and foster care and family support agencies to ensure that purchased placements and additional support negotiated reflect the needs of the individual child or young person and represents value for money for the department. Your responsibilities This role is primarily involved in negotiating appropriate models of care, pricing consistent with the Individualised Placement and Support (IPS) Supplier Guidelines and reflective of the needs of individual children and young people and the shared household. This will require the negotiation of cost effective, appropriate placement services for individual children within the non-government sector and review of financial contracts and budgets. The role may have a supervisory element and may have significant involvement in high cost, complex or sensitive cases. The role will contribute to the development and implementation of strategies and projects to monitor regional placement capacity and provide regular regional reports to the Manager Placement Services Unit (PSU) and the Director of PSU and Investment Planning and Partnership (IP&P) and may provide specialist advice in relation to the placement needs of the region, for children with complex or extreme level of support needs. This role is central to regional placement analysis and strategies regarding appropriate IPS expenditure consistent with statewide directives. The role requires a high level of written and interpersonal communication skills, including an ability to consult and negotiate with a range of government and nongovernment stakeholders to improve accountability, efficiency and the quality of services delivered to children and young people. The role requires high quality oversight and advice on financial models of care, including review and negotiation of individualised (IPS) budgets. The role will facilitate effective communication across a number of stakeholders including Child Safety Service Centres, Placement ServicesUnit team, Investment Planning and Partnership teams and Quality and Practice Support Team. The role will prepare and participate in IPS panels with Delegates and provide analysis and oversight of IPS funding and expenditure for the region. This includes providing a high level of advice and quality analysis on each child that has an IPS funded placement or IPS Support Package to the PSU Manager, Director of PSU and Investment Planning and Partnership (IP&P), regional governance groups and other reporting requirements. Delegations This position holds Human Resource delegations per the relevant schedules and has NIL Financial Delegations. Your mandatory requirements - The possession of a driver's licence is a mandatory requirement for this role, as it may involve travel between Child Safety Service Centres. Accepted driver's licences fall into the following categories:o 'O' (open) or 'P2' (provisional green P plate).o and 'C' or 'CA' class driver's licence.- Blue card - It is mandatory to have a blue card before you commence employment in a child-related role.
