The Operations Manager Roads will lead the development and delivery of annual and long-term road programs, offering expert advice to the Director, CEO, and Council on infrastructure priorities, funding opportunities, and project staging. The role requires strong capability in forward planning and scheduling to optimise resources, contractor availability, and funding milestones. You will manage the end-to-end delivery of road construction, sealing, drainage, and floodway projects, ensuring compliance with funding and legislative requirements and maintaining quality, budget, and reporting standards. A key responsibility of the role is to oversee road asset management, monitoring asset condition and contributing to valuations, replacement cost analysis, and long-term planning. You will also be responsible for preparing and managing operational and capital budgets, ensuring strong fiscal performance and transparent reporting. The position demands effective leadership and people management. The successful candidate will mentor and support works supervisors and road crews, fostering a culture of safety, accountability, and continuous improvement. Ensuring compliance with workplace health and safety legislation, environmental standards, and Council policies is critical, as is promoting effective consultation and participation in safety initiatives. The Operations Manager Roads will represent Council in regional forums, liaise with community members, property owners, and funding bodies, and advocate for Winton's road infrastructure needs. Success in the role will be measured by the timely and within-budget delivery of road programs, compliance with funding requirements, improved asset outcomes, proactive safety management, and high levels of stakeholder satisfaction. Tertiary qualifications in Civil Engineering, Project Management, or a related discipline, supported by extensive relevant experience in senior leadership roles are essential. You will bring proven experience in road construction, maintenance, and project delivery-ideally in a rural or remote setting-along with demonstrated financial and people management capability.
