The Procurement, Property and Contracts Division (PPCD) provides strategic direction and support to the Department of Home Affairs (Department) to drive effective, efficient and value-added procurement planning, sourcing and contract management aligned with the organisation's strategic priorities and business needs. PPCD provides advice and support to business areas across the Department, Australian Border Force (ABF) and the National Emergency Management Agency (NEMA) on a range of procurement and contract management matters, including procurement processes, compliance with procurement policies, guidelines and rules, contract management tips, etc. PPCD includes a Specialist Procurement Branch that leads large complex and high value procurement processes on behalf of the Department. The key duties of the position include Strategic procurement leadership Translate organisational strategy into complex procurement strategies in consultation with business partners that deliver measurable impact in accordance with departmental processes and guidelines, seeking appropriate delegate approvals when required. Oversee end-to-end procurement activities for major projects, categories, or programs with multiple stakeholders. Conduct and manage the progression of complex procurement processes that comply with the departmental policies and procedures, the Commonwealth Procurement Rules and the Public Governance, Performance and Accountability Act 2013. Deliver measurable value for money outcomes beyond cost (e.g. innovation, sustainability, social value). Stakeholder and supplier engagement Build strong, trust-based relationships with internal and external stakeholders. Influence decision-making, aligning procurement outcomes with organisational goals. Balance competing priorities and negotiate effectively with diverse stakeholders.
