Location : ACT Or VIC (Onsite) Clearance : Must Have Positive Vetting Position Overview: The Department of Defence (SA), through the Australian Signals Directorate (ASD), is seeking experienced Project Managers to lead and deliver complex ICT initiatives. These roles require individuals with strong leadership capabilities, deep understanding of project management methodologies, and the ability to operate within a secure, high-stakes environment. Key Responsibilities: Lead and manage multi-disciplinary project teams, ensuring alignment with strategic objectives and operational requirements. Oversee all aspects of project delivery including planning, governance, scheduling, budgeting, risk management, and resource allocation. Provide clear direction and consistent communication to team members, set performance expectations, and support professional development. Prepare and present reports, briefings, and documentation on project status, risks, and outcomes to senior stakeholders. Apply recognised project management frameworks and tools (e.g., PRINCE2, SAFe) to ensure quality and efficiency. Identify and manage risks and opportunities, integrating them into decision-making and prioritisation processes. Build and maintain strong stakeholder relationships, facilitating effective communication and negotiation. Analyse project performance and develop strategies to ensure successful delivery within scope, time, and budget constraints. Undertake additional project-related duties as required, consistent with APS EL1 level responsibilities. Required Skills and Experience: Formal qualifications in project management or related disciplines. Minimum of 4 years’ experience in a project management role. Proficiency in project delivery methodologies such as PRINCE2, SAFe, or equivalent. Demonstrated ability to manage financials, define and manage requirements, and engage stakeholders effectively. Essential criteria 1.Financial management: Level 4 (SFIA) Monitors and maintains financial records to agreed requirements for compliance and audit. Assists with identifying and calculating process, service, project and component costs for financial planning and budgeting. Collates required financial data and reports for analysis and to facilitate decision-making. 2.Project management: Level 5 (SFIA) Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects. Provides effective leadership to the project team. Adopts appropriate project management methods and tools. Manages the change control process and assesses and manages risks. Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders. Ensures project and product quality reviews occur on schedule and according to procedure. Ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are formally accepted, by appropriate stakeholders. Monitors costs, times, quality and resources used and takes action where performance deviates from agreed tolerances. 3.Requirements definition and management: Level 4 (SFIA) Defines and manages scoping, requirements definition and prioritisation activities for initiatives of medium size and complexity. Contributes to selecting the requirements approach. Facilitates input from stakeholders, provides constructive challenge and enables effective prioritisation of requirements. Establishes requirements base-lines, obtains formal agreement to requirements, and ensures traceability to source. 4.Stakeholder relationship management: Level 5 (SFIA) Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information.
