Your opportunity: Are you an experienced infrastructure planning leader with a passion for strategic asset management and a drive to improve community outcomes? Whitsunday Regional Council is seeking a dynamic and visionary Manager – Transport Planning & Assets to lead our high-performing team and manage the full asset lifecycle of transport and drainage infrastructure across our beautiful and diverse region. In this pivotal role, you will provide strategic direction, expert advice, and leadership across the following functional areas: Transport, Drainage and Flooding Management and Strategy / Network Planning Transport and Drainage Infrastructure Asset Management Road Corridor Management and Network Planning Key Responsibilities: Define technical levels of service for transport and drainage assets, aligning with asset management principles, budgetary limits, and operational requirements. Lead the development of long-term strategic and operational plans including: Integrated Transport Strategy Stormwater and Floodplain Management Plans Asset Management Plans for Transport, Coastal, Stormwater, and Bridges Oversee the RRTG (Regional Roads and Transport Group) and TIDS (Transport Infrastructure Development Scheme) programs. Serve as the Asset Owner for transport, drainage, and flood infrastructure. Collaborate with Planning and Development teams to ensure development conditions and control guidelines align with asset goals. Manage key external stakeholder relationships including Department of Transport and Main Roads, QLD Rail, TRANSLINK, and WILMAR (cane rail). Establish a clear strategic vision for regional transport and guide the development of supporting network strategies, policies, and studies. Provide assurance for long-term asset renewal and upgrade forecasts. Ensure compliance with legislation, Council policies, and industry standards for all transport and drainage works. Your skills and experience: Proven highly developed managerial and supervisory skills including the use of contemporary techniques such as team building, quality assurance, total quality management and time management. Highly developed communication, negotiation and conflict resolution skills, including demonstrated interpersonal, oral and written ability as well as having a solution focused mindset. Ability to work as a Professional Engineer and supervise the work of other Engineers (RPEQ with appropriate specialisations). C Class ‘Manual’ Drivers Licence. Tertiary Qualifications in Civil Engineering with relevant experience in Asset Management, Road Construction and Maintenance, Floodplain Management, Stormwater modelling and Drainage management Registered Professional Engineer of Queensland Demonstrated ability to analyse information and prepare and present accurate and concise reports for a range of audiences. Demonstrated negotiation skills with the ability to influence others. Demonstrated strong project management skills with the ability to coordinate a number of projects with competing priorities. Demonstrated communication skills and ability to communicate, in writing and verbally, with a diverse range of stakeholders. Demonstrated computer literacy, with the ability to utilise financial, records management, project management, asset management, and Microsoft Office suite of programs.
