Primary objective Provide high quality research, analysis and advice on economic, regulatory and strategic policy issues that contribute to economic growth, workforce development, aviation and supports the Territory’s business sector and improve liveability. Context statement The Department of Trade, Business and Asian Relations (DTBAR) is the Northern Territory Government’s lead agency to shape an enabling environment that activates industry, attracts investment and drives business growth to sustain a vibrant Territory economy and lifestyle. The Policy, Strategy and Insights Division works across industry and government to drive business and economic development. This includes delivering analysis, advice and policy development to ensure the business environment remains competitive and effective, advocating for the Territory’s interests, and supporting the Territory’s workforce needs. Key duties and responsibilities 1. Provide high quality analysis and advice across a range of policy issues impacting the economy, investment attraction, Territory businesses and the aviation sector. 2. Prepare briefs, correspondence, policy, research and discussion papers to respond to Ministerial, Cabinet or Departmental requests. 3. Develop and maintain productive relationships within DTBAR, other government agencies and stakeholders, including involvement in various forums and working groups. 4. Manage moderately complex policy matters, use initiative and operate relatively independently, with support from senior staff or managers. 5. Coordinate DTBAR engagement with policy responses, including preparing whole of department positions on key policy development issues within challenging timeframes. Selection criteria Essential 1. Strong conceptual, research, problem-solving and analytical skills and experience in applying these skills to deal with complex policy issues. 2. Well-developed written and oral communication skills and the capacity to present complex information in a clear and concise manner, including the ability to tailor messages to diverse audiences. 3. Demonstrated ability preparing briefings, reports and presentations. 4. Sound interpersonal skills and ability to work under pressure within a team environment and to meet tight deadlines with quality output. 5. An ability to interact effectively with people from diverse cultures. Desirable 1. Tertiary qualifications in public policy, economics, business or other relevant disciplines. 2. Knowledge of Territory and national business, and economic development trends.
