The Role The Airworthiness Engineer - Continued Operational Safety is responsible for the ongoing management of CASA's airworthiness directives and airworthiness bulletins. This position is critical in ensuring the continuing airworthiness life cycle of Australian fleet and Australian certificated aircraft operating in other jurisdictions. As part of the Continuing Airworthiness Information Section in the Airworthiness and Engineering Branch (AEB), the role includes, but is not limited to: Managing the receipt, review, and publishing of each foreign state of design airworthiness directive (AD). This includes: Assessing potential risk/exposure using knowledge of current trends in the continuing airworthiness environment and escalating as required, Determining if urgent distribution is required based on knowledge of the Australian fleet and evaluation of potential risks, Identifying potential conflicts with existing Australian ADs, Determining if the AD supersedes and will result in the cancellation of an earlier Australian AD based on a state of design AD, and/or Deciding whether CASA may be required to issue a general alternate means of compliance to ensure Australian operators can comply. Managing the development and tabling of Australian ADs, including drafting of legislative explanatory statements. This includes collaborating across appropriate CASA business areas to ensure that ADs are drafted accurately and in accordance with legislative drafting standards. Publishing and maintaining the currency and accuracy of the information in the AD section of the CASA website. Ensuring CASA maintains compliance with the relevant chapters of ICAO annex 8. Managing the processing of AMOCs and Exclusions to ADs within AEB. Managing the governance, drafting and publication of CASA Airworthiness Bulletins. Managing the receipt, review, and distribution of advisory material issued by foreign NAAs. This includes determining if the information is relevant to Australian operators. Developing and maintaining effective working relationships with international authorities on matters regarding continuing airworthiness information. Providing well-informed expertise and advice in relation to continued airworthiness information across all areas of CASA. Maintaining knowledge of relevant CASA or other government legislative drafting and tabling requirements for legislative instruments. The key duties of the position include Ideal Candidate Our ideal candidate must demonstrate the following: Demonstrated skills, knowledge and experience relating to the airworthiness engineering for the continued operational safety of aircraft, aircraft systems, or associated equipment. Ability to work under direct guidance from CASA in accordance with established regulatory practices, operational needs, procedures, and assigned delegations. Ability to exercise initiative, analysis, problem solving, judgement, and decision-making and apply technical knowledge on complex matters, and/or unusual matters where standards, policies and procedures may not always cover the circumstances. Negotiation, facilitation, influencing and communication skills (written and verbal), to manage disparate views amongst stakeholders, including at a senior level. Ability to assess emerging issues and trends which may impact on the achievement of outcomes, including developing work plans, allocating work and monitoring progress and outcomes. Demonstrated ability to actively engage in effective stakeholder management, including with regulated entities, on sensitive issues requiring conflict resolution within constrained time limits. A proven ability to seek out diverse perspectives to identify opportunities and improvements. In-depth understanding of aviation industry, civil aviation legislation, and relevant national and international aviation standards. Qualifications, licences and experience Mandatory University level engineering qualification that is applicable to the identified area of specialisation and be eligible for membership of Engineers Australia in the Professional Engineer occupational category, OR Tertiary qualification in a relevant aviation discipline such as aviation maintenance management (maintenance engineering or airworthiness delegate specialisation only) AND 8 years of recent experience in relevant job specialisation as listed above. In-depth understanding of Australia's Civil Aviation Act 1988 (the Act) and relevant CASRs and CARs, guidance materials and other legislation, or similar aviation regulatory regime. Desirable Coaching and mentoring of others, preferably in a regulatory environment. Hold or be eligible to hold an Australian Security Identification Card (ASIC). Auditing experience. An Australian Class C drivers' licence.
